City Manager Malinen cautioned the HRC to eliminate any connotations that they had concerns
solely with the Police Department, instead focus on creating a positive and cooperative
relationship as a result of the training.
Commissioner McKenzie concurred, noting this would be a learning experience and an exercise
in self improvement. Commissioner McKenzie suggested a lunch meeting with area Police
Chiefs to review ideas and present what the HRC hoped to accomplish, rather than being too
aggressive.
Further discussion was scheduled for the March meeting.
Housing Ordinance
Commissioner Venters distributed draft language, prepared from a California model and edited
with Commissioner McKenzie, of a proposed City ordinance that would prohibit a landlord from
seeking immigration status on current or potential tenants. Commissioner Venters sought
comment from the HRC prior to presenting the draft to the City Attorney for review and
comment.
Commissioner McGehee also distributed a draft she'd prepared.
Discussion included the potential leadership of the City of Roseville in considering such an
ordinance along with possible publicity; discussion at a state level in seeking support for such an
ordinance; incentives for enforcement; protection intents for landlords; existence of complaints
or perceived violations to -date; related problems, sometimes due to language issues; and
rationale for Commissioner McGehee's administrative fine amounts.
City Manager Malinen sought clarification from the HRC on the problem they were attempting
to correct and whether it was a real, perceived or potential problem in Roseville.
Commissioner Venters, while noting he was unaware of any complaints, referenced discussions
held during the Imagine Roseville 2025 community visioning process and attempts to engage
different citizens and to make Roseville a more welcoming place. Commissioner Venters said
the ordinance could serve as a substantive step for the City Council and could indicate what
Roseville stood for.
Commissioner McGehee said that if an ordinance was in place there needed to be consequences
for violating the ordinance thus her inclusion of administrative fines.
Discussion included status of rental registrations and /or licensing in the City; community
resistance to a rental licensure program; code enforcement for rental property; cycling of
deteriorating properties and overall impacts to the community; and language of the ordinance
itself and potential redundancies.
Commissioner McGehee spoke in support of eliminating the initial paragraph from
Commissioner Venters' draft ordinance to eliminate redundancy.
