Welcoming Center <br />Commissioner Oftelie updated the HRC on her e -mail to the City of Austin Welcoming Center <br />representative extending thoughts of the community with recent flooding. <br />Commissioner Oftelie updated the HRC of her work in determining how to promote Roseville's <br />welcome and pursue Councilmember Pust's suggestion of a virtual welcome on the City's <br />website and resources available to new residents and /or visitors. Commissioner Oftelie said she <br />would do further research with Minneapolis and St. Paul and bring ideas to a future meeting. <br />Police Department Policies <br />Chair Delmore and Commissioner McGehee provided comment to City Manager Malinen on <br />several police department issues (i.e., high speed vehicle pursuits; use of tasers). <br />Discussion included why other community police departments were willing to share their <br />policies while Roseville's Police Department was not forthcoming; rationale from the citizen and <br />police officer standpoint and impacts to the community as a whole; adequacy of supervision for <br />new and often younger officers; impacts to the community and costs for the department due to <br />the community's status as a regional shopping destination, increased crime due to that <br />designation, and how the retail community can bear more of the financial and enforcement <br />burden for their clientele; and perceptions that today's police officers are not cognizant of <br />neighborhoods or community partners, that would provide more trust and involvement with <br />citizens. <br />Further discussion included limited financial and staffing resources in today's public service <br />environment; priorities of the city and staff in addressing citizen needs; additional funds spent on <br />infrastructure, law enforcement and other staff to accommodate impacts based on the regional <br />shopping center environment; and staff s current work on enhancing communication with <br />residents through neighborhood groups and involvement. <br />Budget Update <br />No discussion. <br />Update on Books for Schools <br />No discussion. <br />Adjournment <br />Chair Delmore reviewed topics for the next HRC meeting: Diversity Forum; Virtual Welcoming <br />Center; Police Policies; and an Overview of the Police Department Citizen's Academy recently <br />attended by Commissioner Venters. <br />City Manager Malinen advised that City staff was formulating the "Roseville University" as a <br />vehicle to educate citizens of services and programs in the community, with an anticipated kick- <br />off date of the first eight -week course in September. <br />Commissioner McKenzie moved and Commissioner Oftelie seconded adjournment of the <br />meeting at 8:40 p.m. Motion carried 4/0. <br />
