Mr. Flesher gave the family wonderful references and expressed his concern for their plight. Mr. <br />Flesher provided a St. Paul Pioneer Press article. Mr. Flesher noted the family would be <br />subjected to violence if they were forced to return to Ethiopia. Mr. Flesher suggested that the <br />family may appeal for asylum rather than permanent residency in the United States based on the <br />danger for their personal safety if they return to Ethiopia. He was unaware of the father's <br />involvement in Ethiopia prior to emigrating and whether that was a factor. <br />Commissioners provided suggestions for contacts or advocates, including the Minnesota Center <br />for Torture; immigration attorneys; Iowa State University and other non profits or others in the <br />Ethiopian community. <br />Chair Singleton said he would look into the situation, and determine if the HRC or an individual <br />commissioner would be appropriate to work with Mr. Flesher. <br />Civilian Review Board (CRIB) for the Police Department <br />Chair Singleton noted this topic had been brought to the HRC by Commissioner Delmore and <br />asked her to expound on her concerns. <br />Commissioner Delmore said she had concern due to incidents where a high speed chase by a <br />Roseville police officer had led to a death and another incident where police officers used tasers <br />on a High School student in addition to her experience taking a Roseville police officer. <br />Commissioner McGehee noted that there had been incident where a resident was apparently <br />"struck" by a Roseville police officer when he was lodging a complaint and his perceived lack of <br />recourse in the situation. <br />Chair Singleton sought input from City Manager Malinen and his opinion as to whether there <br />was a need for a CRB in Roseville. <br />City Manager Malinen said that given his brief tenure in Roseville, he didn't have enough <br />information and needed to know mor about a proposed CRB before he could form an opinion. <br />Chair Singleton reviewed his experience with the Minneapolis Police Department's CRB. <br />Discussion included their process, review and investigation; notification and findings; criteria for <br />making a fair determination and separating those with consistent and /or chronic complaints and <br />issues with police officers; and documentation of officer behavior. <br />Chair Singleton said from his observations, the Roseville Police Department was a professional <br />department and suggested that the HRC consider developing a CRB based on the need for <br />another independent review body, rather than perceived problems. <br />Commissioner McGehee said its was a good time to create a body, since there were no current <br />issues, but that one could be in place to serve similar to the City's Ethics Commission when <br />needed. <br />
