City Manager Malinen said the City Council would need background information, advantages <br />and disadvantages of a CRB, experiences of other communities, to help them decide wither a <br />CRB was needed. <br />Commissioners suggested other information to would include what other cities had a CRB; <br />public perception and whether it had proven better for those communities; justification for a <br />CRB to ensure that "cops weren't looking after the cops;" incidents; importance of public <br />perception, transparency; recognition that if it never gets used, that was great for the City. And <br />whether it was necessary to establish a new commission or fall under an existing commission. <br />Discussion included the Police Civil Service Commission and their purpose in ratifying test <br />results and oversight of hiring procedures; proposed number for such a Board; and potential for a <br />subset of commissioners from the HRC and Ethics Commission to provide cohesion. <br />McGehee moved, seconded by Venters, to complete the research and draft a proposal for <br />the HRC's consideration and discussion for presentation to the City Council for the <br />development and implementation of a Police Civilian Review Commission for the Roseville <br />Police Department, substantially as outlined in the materials presented by Chair Singleton <br />as part of the 2009 Strategic Plan and Commission Initiatives. <br />Chair Singleton and Commissioner McGehee volunteered to serve as a subcommittee in <br />researching materials and preparing a packet for the HRC for their consideration and review. <br />Discussion included existence of an ordinance or creation of a new ordinance; frequency of <br />meetings of the Ethics Commission; and Commissioner McKenzie's recollection of a former <br />police review commission, with City Manager Malinen having previously researched such a <br />body to no avail. <br />All Ayes; motion carried. <br />Essay Contest <br />Commissioners discussed their rankings of essays. Discussion included diversity of topics; <br />appreciation of the open -ended question to students this year; students who gave the assignment <br />serious time and attention; consensus of commissioners that they were content with scoring <br />criteria, while allowing for objective and individual interpretations; awareness of students at their <br />early age of world events and situations; and continued success of Roseville contest winners at <br />the State level. <br />Commissioner Delmore noted the stipend used for last years contest winners and their teachers, <br />with City Manager Malinen researching specific monetary awards from 2007 meeting minutes. <br />McGehee moved, Venters seconded, providing the same plan and total expenditure as in <br />2007, with those monetary awards distributed as follows, with a total expenditure of $870: <br />First Place $100 <br />
