Second Place 75 <br />Third Place 50 <br />Makers of the motion accepted a friendly amendment to include an award of $30 each for <br />three Honorable Mentions; and $30 for each teacher having an essay- winning student. <br />All Ayes; motion carried. <br />Commissioners noted that the Essay Contest at the City Council level, followed by a reception <br />for students, parents and teachers would take the place of the February HRC meeting. <br />Review Budget <br />City Manager Malinen said the essay contest money would come from the 2009 HRC budget. <br />City Manager Malinen said the HRC's 2008 budget had been spent with the Forum on <br />Race/Diversity, in addition to ongoing expenditures. City Manager Malinen advised that given <br />budget constraints, there would not be an increase in the 2009 allotment; but that it would stand <br />at $2,250. <br />Chair Singleton noted in his Strategic Plan he had identified an initiative to review various <br />sources for additional funding options. <br />Commissioner McKenzie noted in her conversations with the League of Women Voters, there <br />was the potential for their partnering and underwriting up to $1,000 for a future Diversity Forum. <br />City Manager Malinen advised that the City had also applied to the State of MN for a grant of <br />$1,000 $1,500; but had been unsuccessful in that initial application. <br />Welcoming Center <br />Commissioner Oftelie was unable to attend tonight so the item was continued to the January <br />meeting. <br />Review /Approve 2009 Strategic Plans /Goals <br />Chair Singleton provided a proposed Strategic Plan and Commission Initiatives for discussion <br />and adoption. <br />Discussion included time for Commissioner review prior to considering adoption; availability of <br />grant monies; consideration to televising meetings; whether a Mission Statement was <br />recommended or whether the purpose statement as part of the existing ordinance would suffice; <br />and Parliamentarians or others available to provide training, with one Roseville resident <br />mentioned as a possibility for his work with the Roseville Citizens League. <br />City Manager Malinen was asked to provide a copy of the Purpose Statement for each <br />Commissioner for the next meeting; and to check on the availability of a Parliamentarian on a <br />possible no -cost or minimal cost basis. <br />Further discussion included the advantages of an annual calendar to anticipate regular events. <br />
