Roseville Human Rights Commission <br />Meeting Minutes – April 14, 2009 <br />Page 2 of 7 <br /> <br />related to ethnicity, class or ec onomic structure; and past HRC cy cles in addressi ng behavior and <br />issues within the Roseville community itself, sp ecifically to address the invisibility of many <br />diverse groups and how the community could make them more welcome. <br /> <br />Commissioner Grefenberg discussed the validity of expanding recommended subjects for the <br />next dialogue (Item. #4 of the Summary of the 2008 Dialogue) from “Stereotype s as it relates to <br />ethnic backgrounds;” to “Ste reotypes as it relates to ethnic and other diverse backgrounds.” <br />Commissioner Grefenberg addre ssed issues he’d experienced in addition to types of <br />discrimination addressed during the Imagine Roseville 2025 visioning process. <br /> <br />Commissioner Kennedy cautioned that when GLBT i ssues were brought to the table, it could <br />dilute the race issue. <br /> <br />Chair Singleton recognized that wi th several legitimate issues to be pursued, another meeting <br />would be needed to explore them further. He suggested that discussion focus on Ms. <br />Rivamonte’s presentation, to determine if a subcommittee be formed to initiate planning for <br />another forum. <br /> <br />Discussion included involving a di verse group of high school student s; benefits of a longer and <br />more aggressive planning proces s; perceived role of men and wo men in the proposed subjects for <br />future dialogue; future partnerships, includi ng plans with the League of Women Voters; and <br />broadening community involvement beyond “professional do-gooders.” <br /> <br />Chair Singleton opined his support for pursuing another HRC-sponsored forum; suggested <br />further discussion at the May mee ting; and requested that he and Ms. Rivamonte meet to discuss <br />her involvement now that she is no longer under the United Way umbrella. <br /> <br />Discussion of Proposed Ordinance to expand focus of Human Rights Commission <br />City Manager Malinen presented a proposed draft of ordinance changes to expand the focus of <br />the Human Rights Commission and a proposed re port to present to th e City Council. <br /> <br />Discussion included the revisions since the last HRC meeting; proposed concept of the HRC, <br />rather than staff, being an implementation tool of the City to atte mpt further outreach for <br />neighborhoods and divers ity, as part of the Imagine Roseville 2025 visioning process goals and <br />strategies and to achieve more structured interaction and outreach as neighborhoods are <br />identified; using block captains as a resource from which to work; 87 neighborhood gatherings in <br />2008 as part of the National Night Out event; and creating greater long-te rm structure within <br />those groups. <br /> <br />Discussion included grant and funding source availa bility and how to get the dialogue from the <br />forums to the neighborhood level. <br /> <br />Commissioner Grefenbe rg provided a handout with his suggestions to the “Request for Council <br />Action” report to provide consistency with the 2030 Comprehensive Plan Update, as well as the <br />Imagine Roseville 2025 visioning process goals.
