Roseville Human Rights Commission <br />Meeting Minutes – April 14, 2009 <br />Page 4 of 7 <br /> <br />Commissioner Grefenburg suggested including “and responsive,” in the Purpose Statement <br />language (last sentence, Section 204.03), to avoi d instances from the past when citizens didn’t <br />perceive that local government wa s being responsive; and opined that this language would more <br />fully reflect comments from the Imagine Roseville 2025 , and would provide a sense of action . <br /> <br />Motion - Member Grefenberg moved, seconded by Member Kennedy to recommend to the City <br />Council revised language of the last sentence in Section 204.03: Purpose, as follows: <br />“Additionally the Commission will work to in crease the sense of community by reaching <br />out to all members of the community and ensuring that our city government and its <br />activities, programs servi ces are accessible, and understandable, [and responsive] by all.” <br />Motion carried: 7/0/0. <br /> <br />Additional discussion was in proposed revisions to Section 204.05: Duties, F, related to <br />monitoring demographics. <br /> <br />Discussion included monitoring and sharing dem ographics to provide more understanding of <br />diversity issues and community make-up; per ception of long-term Roseville residents and <br />demographic changes with the 2010 Cens us; changing language of #F.2 to “[co-]sponsoring or <br />[facilitating] events;” other community groups that the HRC could al ign with for such events; <br />and that the HRC not consider any events without partners . Commissioners concurred. <br /> <br />Commissioner Grefenberg opined hi s disagreement with the first three sentences in Section F, <br />based on his concerns that “demographics” was perc eived as isolated to the U.S. Census, which <br />now planned to exclude domestic partner qu estions in the 2010 census data. Commissioner <br />Grefenberg distributed a handout, re lated to this intent and pote ntial for further exclusionary <br />statements. Commissioner Grefenberg requested th at the language in Section F be revised to <br />include “Monitor demographic [and other diversity] trends… <br /> <br />Commissioner Kennedy, as a demographer, spoke to the value of broad sources to establish <br />demographic trends and the need to retain the demographic term as a wa y to identify diversity <br />from numerous sources. <br /> <br />Discussion ensued regarding the intent of the language and interpreta tion of that language. <br /> <br />Motion - Member Grefenberg moved, to recomm end to the City Council revised language in <br />Section 204.04: Duties, subd. F, line 55, to delete the word “d emographic” from “… increasing <br />demographic diversity through, but not limited to…:” <br /> <br />The Chair declared the motion failed for lack of a second. <br /> <br />Motion - Member Oftelie moved, seconded by Member Grefenberg to recommend to the City <br />Council revised language of the last sentence in Section 204.04: Duties, to remove “other” so the <br />sentence reads as follows: <br />“Monitor demographic and other trends…” <br />
