Roseville Human Rights Commission <br />Meeting Minutes – September 08, 2009 <br />Page 2 of 5 <br /> <br />Ms. Curti, at the request of Chair Singleton, provi ded an overview of the annual meetings of all <br />advisory commissions and the City Council; advisi ng that the Chair usually provided a recap of <br />accomplishments over the last year and goals for th e upcoming year, with the entire presentation <br />and dialogue lasting approximately 30 to 45 minutes. <br /> <br />Members asked that Ms. Curti e-mail a copy of th e recently amended HRC Strategic Plan to each <br />member, as well as providing it to Councilmembers for the joint meeting. <br /> <br />Chair Singleton asked that HRC me mbers to attend the joint mee ting, at 6:00 p.m. on September <br />28, 2009; and asked that members pr ovide comments to him to incorporate into his presentation, <br />as well as feeling free to address the City Council at the meeting. <br /> <br />IV. Consider facilitator for MN Department of Human Rights Bremer Foundation <br />Grant – orientation to include: <br /> Parliamentary Procedures <br /> Order of Business – Agenda Preparation <br /> Operating Procedures <br /> Standing Rules <br /> Role of Individual Members <br /> Role of Chair <br /> Role of Vice Chair <br /> Role of Commission in Relation to Staff <br /> <br />Chair Singleton advised that, following his mee ting with City Manager Bill Malinen he was <br />nearing completion of a draft for internal pro cedures for the HRC; and would ask the proposed <br />facilitator to include di scussion of the procedures , along with other topics. <br /> <br />Discussion ensued regarding the proposed facili tator, noting his experi ence in working with <br />city/governmental groups as opposed to other faci litators who work almost exclusively with non- <br />profit groups. Based on the credentials of Mr. Richard Fursman of Global Synergy Group <br />(GSG), Chair Singleton recommended using him as facilitator for the training session. <br /> <br />Member Grefenberg said he conducted a referen ce check of the proposed facilitator with the <br />Chair of the Falcon Heights HRC, who gave the f acilitator a “grade B” for their development of <br />a strategic plan and results of the workshop. <br /> <br />Further discussion included Chair Singleton’s goal of the training session to include procedures <br />and roles within that workshop format; the facilitator’s preference, via e-mail or personal <br />conversations, in seeking individual comment a nd expectations of HRC Commissioners to also <br />be incorporated into the needs of the overall H RC; and anticipation that this workshop would be <br />held separately, on a weeknight or Saturday morn ing at the request of th e HRC majority, from a <br />regular HRC meeting. <br /> <br />Additional discussion included various experien ces, expectations, and training levels of <br />individual members; purpose of the workshop; n eed to refocus the HRC on their future goals,
