Roseville Human Rights Commission <br />Meeting Minutes – October 13, 2009 <br />Page 2 of 7 <br /> <br />Recording Secretary Stowell noted her recollec tion of the discussion concurred with that <br />of Member Grefenberg; however, her interpre tation of the discussion was that Member <br />Grefenberg had retracted his previous interp retation and his statement, and her decision <br />to eliminate the entire discussion from the draft minutes. <br /> <br />City Attorney Scott Anderson, who was in attendance for an agenda item, was asked his <br />legal opinion in meeting minutes and additions. <br /> <br />City Attorney Anderson addre ssed the legal parameters of meeting minutes and their two <br />formats: that of summarizing conversational points and issues duri ng the discussion and <br />any related actions, and minutes that only summarized action it ems for historical <br />purposes. Mr. Anderson advise d that it was not standard procedures that meeting <br />minutes provided an actual transcript of a discussion. Mr. Anderson echoed comments <br />expressed by some members that additional verbiage should not be added to meeting <br />minutes or any attempts to sanitize them. <br /> <br />Member McKenzie expressed her concerns to Member Grefenberg of other issues he’d <br />previously brought forward that related to his perceptions of slights to other diversity <br />groups in the community. Member McKenzie assured Member Grefenberg and the entire <br />HRC that this was not the purpose of Human Rights, and the intent of the HRC was to <br />have everyone represented to work through differences and find areas of commonality as <br />a foundation upon which to build. Member McKenz ie clarified that a representative of <br />Northwestern College had been included on the Forum Planning Committee and they had <br />contributed financially, but the representative had not been pres ent at all of the planning <br />meetings. <br /> <br />After further discussion, the ruling Chair Singleton was that Member Grefenberg’s <br />recollection of the September 8, 2009 meeting discussion would be included as part of <br />the record of tonight’s meeting, but that it would not be made as an addition to the <br />meeting minutes of September 8, 2009. <br /> <br />City Attorney Anderson concurred with the action of the Chair, noting that while <br />Member Grefenberg proposed amending the September 8, 2009 meeting minutes, the <br />proposed amendment was not formally adopted, but the suggested language was a part of <br />tonight’s recorded discussion. <br /> <br />Member Grefenberg accepted the suggestion of City Attorney Ande rson and the ruling of <br />the Chair, while standing by his suggested language addition. <br /> <br />Member Grefenberg moved, seconded by Memb er Yates, to approve the HRC meeting <br />minutes of September 8, 2009 as amended to include suggested revisions #1 and 2. <br />Motion carried: 4/0/2 (K ennedy and McKenzie) <br /> <br />Chair Singleton advised that he w ould vote only to break a tie vote. <br />
