Request for Proposals for <br />Creation & Implementation of Marketing Campaign for the Roseville Housing and <br />Redevelopment Authority <br />I. INTRODUCTION AND SUMMARY <br /> The Roseville Housing and Redevelopment is requesting proposals from qualified <br />firms or individuals for the completion of a Marketing Campaign for the Roseville <br />Housing and Redevelopment Authority. The City of Roseville is located in <br />Ramsey County, MN with a population of approximately 33,000. <br />The project will be completed under the direction of the Housing Program <br />Coordinator who will serve as project manager. The Executive Director of the <br />RHRA will assist Housing Program Coordinator in evaluating deliverables. <br />The budget for this project including the design, implementation and media buys <br />is not to exceed $40,000. In addition proposals must also make recommendation <br />for continued media buys for successive years based upon consultant firm <br />recommendation as to continued placement for media buys in order to carry out a <br />successful campaign. <br />Deadline for the receipt of proposals is May 7, 2010 at 12noon. All proposals are public records. The committee reserves the <br />right to request additional information from consultants submitting proposals. <br />The RHRA reserves the right to reject all submittals. <br /> Interviews may be scheduled after a review of proposals. Selection criteria shall <br />include the following factors: (1) consultant qualifications (10%); (2) <br />understanding of project (10%); (3) approach to project (30%); (4) quality of past <br />work (based on references and a review of the proposal) (30%); and (5) cost <br /> <br />
