Tree topping is not considered an appropriate tree 22 trimming technique and is specifically prohibited on all public lands. (Ord. 1107, 12- 23 9 -91) 24 25 26 706.03: TREE BOARD: 27 The Parks and Recreation Commission shall act in all matters relating to the 28 advisement of issues contained in this Chapter and all others relating to forestation 29 within the City. The city shall have the power to plant, care for, maintain, remove, and replace all 35 trees, shrubs, and herbaceous plantings This Chapter applies to all trees, plants er4 36 chrub3 located within any public street right of ways, parks and public places within 37 the limits of the City, 38 39 B. The City Forester will recommend to the 52 Council the details of any program for the declaration, control, and prevention of 53 shade tree pests.
