The only thing I <br />know is from the time when I went to build, part of my lot <br />touched a cul-de-sac. Therefore, they gave me the right to go <br />through and put the sewer and water and build my house. I don't <br />see any reason why he can't do the same thing since he's not <br />cutting across any other property, and I don't see any reason why <br />he wouldn't be able to build the same way if that's what's in <br />question. As far as the street going through, I'm not for the <br />street going through, but I see the necessity of getting the <br />sewer and water to these other people because as he said - the <br />watermain has frozen up at different times and they put a valve <br />in our house and it runs constantly. The street going through is <br />not a necessity, but I don't see why he couldn't build since <br />he's touching a cul-de-sac. <br /> <br />MAYOR DEMOS: What Mr. Honche1l says is that the assess- <br />ments he paid previously are now owned by Ramsey County, and <br />for what is remaining, there have been no assessments for sewer <br />and water even if he connected out there. <br /> <br />MR. BOB WIDERSKI: I guess that's up to him if he wants <br />to pay that. <br /> <br />MR. EDWARD WIDERSKI: Would the assessments run $11,000? <br /> <br />MR. HONCHELL: If you don't connect you have no frontage and <br />you have not paid for the sewer. I know you feel you paid, but <br />Ramsey County bought that. You have not paid for the sewer and <br />water on Wagner and, therefore, you have to be assessed for <br />it. <br /> <br />MAYOR DEMOS: I'll buy that, but if that connection goes to <br />Lot 19 - <br /> <br />MR. HONCHELL: It's 266 feet of frontage he has. <br /> <br />MAYOR DEMOS: But if there's not a street - Suppose we don't <br />run that through? <br /> <br />MR. HONCHELL: His assessment is 266 feet. I understand <br />what you're saying. He may only run 10 feet of it, but that's <br />an option the owner has but not what the city gets to (inaudible) <br />where he connects to. We have to assess based on the frontage. <br /> <br />MAYOR DEMOS: I don't know that he has any frontage. <br /> <br />COUNCILMAN FRANKE: What about his frontage on the cul-de-sac? <br />
