IS

COUNCILMAN KEHR: I believe having a 32 foot street
with no parking you will find on occasion more cars
(inaudible) I said, I believe that if you have a 32 foot
street without parking that you will have an occasional
parking there and perhaps even more so from time to time -
which would create more of a hazard than if you had a 36 foot
street with parking on one side, and I do believe that a
36 foot street with parking .on one side will deter speeding
better than a 32 foot street without parking.

DR. HILGEDICK: How about the experts on this? Do you
have something to tell us about improving the safety?
We don't want to prolong your meeting.

COUNCILMAN KEHR: A thought I have in mind here -
what I mentioned before, and I think this is something the
engineer should perhaps look at, is putting in stop signs -
those two different locations - and have them three or four-way
stops, and I think this is something that perhaps you could
look into and give that some consideration and see if that's
worthwhile or if it might work.

DR. HILGEDICK: And there's the pedestrian situation that
we talked about, but we just (inaudible) for an overall plan
that considers all these things. Get all these factors
together - the congestion - the fact that the traffic comes
here rather than Roselawn - more money to keep up Skillman
this way because they don't use Roselawn. Everyone, including
the Roseville vehicles will be taking this route when it's in
better shape. The overall plan should make it easier to
take these already better streets and Skillman will never be
able to handle the traffic that Roselawn can, and I don't
see how we as citizens (inaudible)

COUNCILMAN CURLEY: I think you should let us talk.
First of all, the concern is about speeding. I get the
impression that 'we have an Indianapolis speedway there in
those three blocks. I have been up it several times, and
lived here 25 years, and the concern is always the same as
yours when you want to widen a road - we'll get all kinds of
people killed. I think the streets become safer and they don't
have any more accidents than they did before. I'd hate to
get the reputation of letting the roads go to hell and keep
the potholes to slow them down. We're just as concerned about
speed and safety and your children as anybody. We have had
people in the past few years come in and petition for the
same thing we're doing for you that you would get without an
assessment, and these people are willing to pay for assess-
ments - concrete curb and gutter which increases the value
of the home, the beauty of the home - and not one came back
and said the speed has increased - that the traffic got
faster. I don't understand it; I don't know what we can
do. You put us in a terrible condition. You want your street
nice, but you don't want us to fix it so nice that the people
speed up and down the street. We're not magicians - we're
not Jesus Christ. You have ~o be practical.
