Regular City Council Meeting
Monday, March 21, 2011
Page 10
expressing their pride in that achievement. Chief O'Neill advised that a written
Committee report would be forthcoming upon its completion.
Councilmember Johnson, as Council Liaison to the Committee, offered his con-
gratulations on the work of the Committee and their great, succinct presentation;
and concurred with their findings, and echoed the comments of Ms. Hall on his
honor in serving on the Committee, meeting past and current staff, and the great
learning opportunity provided during the process in seeing how the operation
worked.
Councilmember McGehee concurred that it was an excellent presentation. Coun-
cilmember McGehee questioned how the Department intended to retain its re-
sponse time when there would be more delayed access to the freeway system
from the Woodhill location than Dale Street location, recognizing that it was a
more central location, but questioned whether they could cover 10% more of the
City in the same response time.
Chief O'Neill addressed the response times given considerable study by the
Committee to ensure that whatever location for a single station ensured that there
would be no negative effect on response times for any portion of the community.
Chief O'Neill advised that response time maps were available with GPS allowing
for significant review of response times, with existing Station #3 located near the
freeway for easy east/west access, and Station #1 more centrally located. Chief
O'Neill noted that the City had opticoms on street lights to turn them green; but
noted that County Road C as a corridor was actually more convenient than High-
way 36 as it provided more room to maneuver and optional routes in cases where
the main route may become jammed, and depending on the distribution of calls;
and using County Road C may actually improve response times.
Councilmember McGehee expressed disappointment in hearing about the amount
of disrepair of existing buildings, and questioned why that disrepair had occurred,
whether it was a function of lack of money in the infrastructure/repair budget or
another reason. Councilmember McGehee noted further disappointment that the
Committee recommended repurposing Station #2, but that it still had the same
roof leaks and cracking foundation, and questioned why the buildings haven't
been maintained to minimum standards.
Chief O'Neill reviewed the condition of the three stations and how those condi-
tions occurred; reviewing past decisions in 2001 when studies were initiated and
City Council decisions to not invest significant funds in existing buildings for
long-term use, given the major repair and maintenance indicated. Chief O'Neill
noted that Station #2 was in the best condition of the three stations, but that it did
need some work; and if repurposed, it would need to be addressed; and would
need to be used as an interim station for approximately two (2) years following
 h
