Regular City Council Meeting
Monday, March 21, 2011
Page 11
those improvements if the existing Station #1 was demolished to make way for a
new central station.
Councilmember Pust thanked each member of the Committee for their time and
work, and for their great presentation. Councilmember Pust questioned if the
Committee's recommendation was for one centrally-located station, whether they
had considered that same location if the City should move toward regional fire-
fighting, or if it was only applicable within Roseville boundaries.
Chief O'Neill advised that the Committee had reviewed a possible shared services
concept, and exiting services provided by surrounding communities. Chief
O'Neill noted the Committee's observation that limited land was available within
the City of Roseville, and to share services with other communities, a centrally-
located station would still have the same ability to move in any direction and not
limit response times within the City or region. Chief O'Neill noted that consoli-
dating services into one station has many cost efficiencies; and when everything
was considered following a review of potential shared services, the Committee
had determined that such a scenario was not feasible at this time, even though it
may be considered in the future; but that by positioning the central station in the
center of Roseville, it allowed the City to be in place to provide services now and
in the future, whether for the community or from a regional perspective.
Councilmember Pust questioned if in the design process, the Committee took that
into account as well, and how different communities in the region approached
their firefighter services.
Chief O'Neill advised that design was the next part of the process, with the
Committee having focused to-date on how many stations and their location.
Chief O'Neill advised that, if the City Council authorized the Request for Propos-
als (RFP) process, the Committee would move into the next phase: planning and
implementation, with involvement by the City Council, community and Fire De-
partment, to determine a design that would serve the community today and well
into the future.
Councilmember Pust encouraged Chief O'Neill and/or Committee representatives
to attend the upcoming Ramsey County League of Local Governments (RCLLG)
meeting on April 28, 2011 where the topic will be reviewing fire-fighting assets
geographically and regionally, not just defined by city boundaries.
Chief O'Neill advised that he planned to attend, and was actually one of the pre-
senters at that meeting.
Councilmember Willmus thanked the Committee and Chief for providing a tour
for him of all three sites; noting that he initially had different thoughts on the
process, but after the tour he had a more realistic idea of the needs, and how the
,
