Regular City Council Meeting <br /> Monday, March 21,2011 <br /> Page 9 <br /> advised that the Committee' decision was that new construction would best meet <br /> the current and future needs of the Fire Department and the community. Mr. Thi- <br /> bodeau reviewed conditions at the three existing stations, constraints of remode- <br /> ling; current and future needs; contingency and back-up funding for unknowns <br /> during extensive remodeling projects based on his experience; and his original <br /> perceptions when joining the committee that remodeling would be best from his <br /> casual observations until he saw the reality of conditions at the stations, which he <br /> found disappointing. <br /> Mr. Thibodeau reviewed the history of each station and specific issues at each <br /> one; and recommendations to demolish the existing Station #1, originally built in <br /> the 1930's as an auto dealership and modified in 1950 for a fire station. <br /> Station #2 located on Fairview Avenue, was noted to be presently non- <br /> operational, having been built in 1967 and now having a failing roof and cracked <br /> foundation, extensive exterior repairs, outdated and inefficient electric- <br /> al/mechanical systems, and little or no insulation. It had been determined by the <br /> Committee that this space was inadequate to house 24/7 service, and was land- <br /> locked with a water tower and high voltage transmission line in the immediate <br /> area and no adjacent land available for purchase to expand the station. The <br /> Committee recommended that Station #2 be repurposed for other community <br /> uses. <br /> The Dale Street Station #3 was the newest facility, having been built in 1976 and <br /> formerly used as a call-back station, but now with 24/7 coverage, had many in- <br /> adequacies for mixed-gender staffing, lack of code clearances for crews, and the <br /> building footprint on the site not allowing for building expansion. Mr. Thibodeau <br /> noted that this building had serious structural and system problems, including roof <br /> leaking requiring replacement; exterior walls built out of porous block and ab- <br /> sorbing water and peeling off; water leakage into the building with past sealing of <br /> the structure failing, in addition to outdated mechanical and electrical systems. <br /> The Committee recommended that the Station continue to be used as presently <br /> done on an interim basis until a new facility could be built, and then all services <br /> be moved into the new building. <br /> Mr. Thibodeau referenced the Imagine Roseville 2025 goals and vision for Rose- <br /> ville to be a safe, caring and progressive City, and offered the Committee's stand <br /> that building a new fire station to provide high quality fire and emergency servic- <br /> es for the community now and in the future would serve to meet that vision. <br /> Fire Chief O'Neill concluded with the Committee's recommendation for a one- <br /> station concept located at the current site of Fire Station #1.
