Regular City Council Meeting <br /> Monday, March 21,2011 <br /> Page 16 <br /> Councilmember Pust suggested that the language be changed to broaden it from <br /> the Roseville to Ramsey County area. <br /> Mayor Roe spoke in support of the resolution language as presented, opining that <br /> the"Roseville area" sufficiently stated the intent. <br /> City Manager Malinen clarified that the actual resolution component would sup- <br /> port efforts of partnerships in the Roseville area, not exclusive to Roseville. <br /> Roll Call <br /> Ayes: Pust; Willmus; Johnson; and Roe. <br /> Nays: McGehee. <br /> Further discussion included future reports to be included in the "Council Commu- <br /> nications, Reports and Announcements" portion of upcoming agendas; pursuing <br /> advertising as suggested by Councilmember McGehee; City staff continuing to <br /> serve as the City's contact as long as it continued to reflect the City's pledge of <br /> support,but not becoming staff-intensive with hard costs associated with it. <br /> a. Consider a Resolution Removing Parking Restrictions on the East Side of <br /> Prior Avenue <br /> Public Works Director Duane Schwartz briefly reviewed the RCA dated March <br /> 21, 2011, and the request submitted by Roseville School District No. 623 to con- <br /> sider removing the parking restriction on the east side of Prior Avenue from <br /> Shryer Avenue to Eldridge Avenue to allow for the increased number of visitors <br /> to the Fairview fields associated with newly-constructed girls softball facility. <br /> Councilmember Willmus noted that, when Fairview was a functioning Junior <br /> High School, efforts were made to minimize impacts on that neighborhood; and <br /> expressed concern that the addition of ball fields did not diminish that concern. <br /> Bob Rygh, School District No. 623 <br /> Mr. Rygh provided the School District's perspective in making this request to <br /> make parking available on both sides of the street for those attending functions at <br /> the fields, following their recent renovation. Mr. Rygh reviewed other areas on <br /> the site for parking, and potential conflicts in parking space availability based on <br /> other activities at the building, including senior citizen activities and classes. Mr. <br /> Rygh opined that the School District felt they paid their fair share of infrastructure <br /> and roadway assessments, and felt their request was reasonable in seeking to ac- <br /> commodate families attending various events, in addition to those attending City <br /> Parks and Recreation events, a co-user of the facilities during the summer months. <br /> Discussion among Councilmembers and Mr. Rygh included whether the School <br /> District had made any commitments when building the field as to whether that <br /> i <br />
