Minnesota Department of Transportation, Tier 1 EIS <br /> Community Engagement and Sustainable Design: Working with MnDOT project <br /> leadership and a team of key stakeholders to design and implement an innovative and <br /> collaborative approach to reach consensus on a highly contentious Minnesota River <br /> crossing as part of a Tier I EIS. Active participants include FHWA and <br /> USFWS/Minnesota Valley National Wildlife Refuge, MnDOT, DNR, SHPO; <br /> Metropolitan Council; Cities of Chaska, Shakopee, Carver, and Chanhassen; and Scott <br /> and Carver Counties. Critical issues include environmental justice for people in poverty, <br /> of color, and immigrants; Section 4(f) for protected lands and historic properties; noise <br /> and visual impacts on historic and other properties; public safety; ecosystem and Refuge <br /> user impacts; and others. Comprehensively exploring corridor options and local impacts, <br /> developing common goals and strategies to address impacts for all key stakeholders, <br /> identifying innovative mitigation recommendations, and creating a sustainable structure <br /> for authentic and ongoing collaboration and engagement over the next 30 years. <br /> Minneapolis Park and Recreation Board, Southwest LRT CAC/Draft EIS <br /> Comments <br /> Decision Support and Stakeholder Engagement: Supporting Community Advisory <br /> Committee to prepare MPRB's formal comments on the SW LRT Draft Environmental <br /> Impact Statement to help protect Minneapolis park and trail users, lands, flora/fauna, and <br /> historic structures. Developed prep and framing materials for CAC including project <br /> overview and timeline, DEIS regulatory and legal process, sample DEIS content on park <br /> impacts and comment letters, and robust and authentic public engagement options. Prior <br /> to and through the 45-day DEIS comment period, facilitating CAC meetings, designing <br /> and implementing community engagement and input, and supporting the CAC to prepare <br /> a robust, appropriate, and valuable comment letter. <br /> Minneapolis Park and Recreation Board,Lake Harriet CAC <br /> Stakeholder Engagement and Decision Support: Worked with staff and members of the <br /> first Community Advisory Council created within the Enterprise Division to design and <br /> implement a robust yet practical public engagement process for the Council. Their <br /> objective was to gather authentic and valuable input to inform the Council's <br /> recommendation to the Park Board on potential improvements to the concession area <br /> around a high-profile and heavily used city/regional park. Successfully engaged and <br /> gathered input from thousands of stakeholders, then facilitated Council's informed <br /> decision making to reach consensus on a defensible and sustainable solution. <br /> City of Minneapolis, Neighborhood and Community Relations <br /> Design and Governance: Worked with staff and newly elected members of the citywide <br /> Neighborhood and Community Engagement Commission to ground this new public <br /> engagement work in best practices, clear principles and values, and effective governance. <br /> Helped establish leadership and decision-making structures as well as group norms and <br /> expectations, fostered and modeled a participative and inclusive environment,provided <br /> guidance with materials and background information, and helped design processes to <br /> authentically engage stakeholders. <br />
