3

give your name and address.

MR. GEORGE MC DONOUGH, 410 S. McCarrons Blvd.: That's
Lot 12, Block 3. As you noticed on the map, there is a drop
from the alley to my (inaudible) of 15 feet. I have no access
to the alley. I am not against the up-grading of the alley, but for
my point, I never use it or can't use it. From the top of the
alley to my (inaudible) is about a 15 foot drop. I have my own
driveway coming out from McCarrons Blvd. and I maintain it, so the
assessment would be over $500 for my part and I think it's unfair
for me to pay that for something I have never used and cannot use.
(inaudible) but the case I want to point out is that I can't use
it whatsoever. There are people here - my neighbors - that know that
and it drops down from the alley and slopes down to the east of that
about 10 feet from (inaudible). In other words, I have no use for
the alley at all. I'm not against the alley, but I think the
assessment for me is unfair.

~ffiYOR DEMOS: How much assessable footage does he have?

MR. HONCHELL: I believe Lot 12 is an odd shaped lot. Mr.
Strong, do you have the assessable footage available? Could you
go and get that. I would guess you have less than 200 assessable
feet. We have already received bids so we have fairly firm
figures. The costs are almost identical to those that we have
projected so I guess we feel reasonably confident of figures in
the $2.50 rate.

MR. MC DONOUGH: I figured about $500 for my property.

MR. HONCHELL: If we assumed you had something like 100 feet
that would be about $250.

MR. MC DONOUGH: I'm not against the alley, but as far as me
using it is concerned, it's useless. My.lot is Lot 12. I hope
you will heed my plea.

MAYOR DEMOS: Anyone else?

R~:RATNASWA11Y: I live next door to the man who just spoke. I
would like to see the alley fixed, but I am concerned about the
assessment because actually (inaudible) lot more traffic there and
if anyone goes straight, that will be into my house.

COUNCILMAN CURLEY: Could he use that alley from his lot?

MR. HONCHELL: The question of use is one the City tries not
to get into, but 9, 10 and 11 falloff where there's 8 or 10 feet
of difference between the alley and the ground. Those people have
found a way to utilize the alley. We don't like to get in a position
