Safety <br />Residents should use caution at all times while <br />driving through the construction zone and be alert <br />for moving equipment, holes, trenches and other <br />hazards in the work zone. <br />Your assistance in maintaining a safe work area is <br />important. The noise and dust created by <br />construction traffic make it difficult for workers to <br />watch onlookers. Heavy equipment operators must <br />concentrate on the job at hand and may not notice <br />children playing near or behind equipment. <br />Please remind children to stay clear of the <br />construction area and equipment both during <br />working and non workinq hours. <br />Survey Markers: In order to perform the project <br />construction, engineers place a series of survey <br />markers (wooden stakes) for the Contractor to <br />measure from. Typically, these markers are offset <br />several feet from the object or point they refer to so <br />that they are not disturbed during the construction <br />process. As a result, these offset markers are often <br />placed well into residents' yards. Please notify <br />Dean Findell, Project Coordinator, of any stakes <br />that have been removed. <br />Utility Flags: To protect against underground utility <br />damage, the Contractor will be calling in utility <br />locates. This is required for anyone digging a hole, <br />whether it is to plant a tree or rebuild a street. Xcel <br />Energy, Comcast and Qwest will locate their <br />underground utilities by spray painting and placing <br />flags in the boulevard. Please do not remove these <br />flags. <br />School Bus stops: The City is coordinating this <br />project with the Roseville school district. The <br />project will start before school lets out for the <br />summer, and will still be in its final stages when the <br />school year starts next fall. The Contractor will be <br />made aware of bus stops and will be required to <br />minimize disruptions. <br />Garbage pick up <br />The construction work should not impact your <br />garbage pick- up. <br />Mail Delivery <br />The construction work should not significantly <br />impact your mail delivery. A bank of mailboxes will <br />be installed at a nearby corner. Once the banks <br />are installed, mailboxes will be removed by the <br />contractor and given to you to store for the duration <br />of the project. Following construction, your mailbox <br />will be reinstalled as close as possible to its original <br />location or a location specified by you. <br />Assessments <br />A portion of the costs for this project will be <br />assessed. The Feasibility Report for this project <br />set the proposed assessment rate at $48.66. Final <br />assessment amounts are determined based on <br />actual construction costs and will be determined <br />following an assessment hearing in the Fall of <br />2012. The bids that we received for this project <br />were about 20% lower than the feasibility report <br />estimate. Property owners will have the option to <br />either pay the assessments up front in October <br />2012, or have them added to their property taxes at <br />the market interest rate.
