WORK PLAN <br />Grass Lake Water Mgmt Org 3rd Gen 509 Plan <br />Work Plan <br />The following work plan describes EOR's approach to updating the Grass Lake Watershed <br />Management Organization's 2n Generation Watershed Management Plan (WMP) to a 3rd <br />Generation WMP. While the GLWMO's existing Plan appears to be well organized and <br />effective at laying out the goals and objectives of the organization, it is apparent that there are <br />gaps in the data and information presented in the Plan. In addition, the GLWMO has conducted <br />a number of studies, which need to be incorporated in the next generation of the watershed <br />management plan to facilitate the implementation of future water quality and water quantity <br />activities. <br />EOR's general approach to updating the GLWMO 2n Generation WMP will be to use the <br />existing plan (prepared by Barr Engineering Company, dated September 2001) as the baseline <br />and amending text, figures and tables with information collected by the WMO since 2001. The <br />3r Generation WMP will meet the requirements of Minnesota Rules Chapter 8410 and will <br />equip the Grass Lake WMO with the tools and information needed to address the watershed <br />management issues anticipated for this urban and highly developed watershed. <br />EOR proposes a streamlined, but interactive process to developing the updated Watershed <br />Management Plan. To streamline the plan preparation process and reduce project costs, a <br />number of sections of the current plan can be maintained with minimal revision in the updated <br />plan. Sections such as "Regulatory Framework "Plan Approval and Adoption "Plan <br />Revision and Amendments and some portions of the Land and Water Resource Inventory will <br />require only minor revisions to reflect current laws, policies, and data. <br />The EOR team expects that the GLWMO will select one point of contact or a plan development <br />sub committee to coordinate and guide the plan development process and will provide the text <br />and figures of the current plan in an electronic, editable format. EOR recommends that the <br />point of contact or Planning Process Representative be the Board Chairperson or committee <br />designee who has technical experience in plan development. <br />Phase 1: Plan Input Public Involvement Process <br />The plan input and public involvement process proposed focuses on interactive methods to <br />encourage participation from the Board, Planning Process Representative, municipalities, <br />government agencies, and the public through verbal and written input. <br />Task 1.0 Project Kick -Off Meeting and Visioning <br />Description: Members of the EOR team will meet with the Board of Commissioners to <br />kick off the project. Given the GLWMO's close working relationship with its member <br />cities and the County, it is recommended that a staff representative from Roseville, <br />Shoreview and Ramsey County be invited to participate in this kick -off meeting as well. <br />The project kick off meeting will include a discussion of how well the existing plan has <br />served the GLWMO, a summary of the planned process and a discussion on the vision <br />and mission of the GLWMO as well as a discussion of the issues faced by the WMO. <br />The kickoff meeting will also include a review of potential members of the stakeholder <br />group who will provide input on the plan. <br />Deliverables: <br />List of potential stakeholder group members <br />Meeting summary <br />Draft Mission and Vision and Issues <br />Emmons OIIvI.r Rnsouress.
