Grass Lake Water Mgmt Org 3 ftl Gen 509 Plan <br />Task 1.1 Stakeholder Group Formation and Input Meetings <br />Description: The EOR team will prepare a list of stakeholder group members as <br />identified in Task 1.0 who will be invited to all stakeholder group input meetings. The <br />stakeholder group will include municipal representatives, representatives from standing <br />advisory committees for Roseville and Shoreview, representatives of key stakeholder <br />groups (e.g. Snail Lake Improvement District, Lake Owasso Homeowners Association and <br />the Lake Wabasso groups currently being developed), the RCD, other citizens interested in <br />participating in the plan development process and state and federal agency staff including <br />the Minnesota Board of Water and Soil Resources. <br />Three stakeholder group meetings will be held over the course of the plan development <br />process. The meetings will be organized as open house events and allow for direct <br />interaction with EOR staff to facilitate the education of participants as well a collect input <br />on the plan. Members of the GLWMO Board will also be encouraged to attend the <br />stakeholder meetings to provide their input as citizens, residents of the WMO and as Board <br />representatives. The first stakeholder group meeting will present an overview of the state <br />of the WMO's water and land resources. The second meeting will focus on a discussion of <br />issues, goals, and policies for the GLWMO. The third stakeholder group meeting will <br />focus on a discussion of implementation actions including the options in the Lake Owasso <br />Use Attainability Assessment, options identified by EOR throughout the watershed, and <br />options identified by stakeholders (e.g. meeting in Task 1.3). Where these meetings fall <br />within the overall plan development process is highlighted on the project timeline. <br />Deliverables: Meeting summaries (3) and a document describing the various stakeholder <br />groups involved in the plan development process including these groups' main concerns <br />regarding the quality and management of the resources. These documents will be included <br />in the final plan. <br />Task 1.2 Meetings with GLWMO Planning Process Representative(s) <br />Description: The EOR team expects that the GLWMO will select one point of contact or <br />a plan development sub committee to coordinate and guide the plan development process. <br />EOR will meet with the Planning Process Representative(s) four times during the <br />development of the GLWMO plan. The meetings will occur once a month for the first <br />four months of the planning process. The objective of the meetings will be to maintain <br />clear lines of communication between the GLWMO and the project consultant during the <br />plan development process. As such, the focus of these meetings will be to update the <br />GLWMO on project status, project budget as well as coordinating details of the planning <br />process (e.g. setting meeting dates, providing guidance on stakeholder meeting materials <br />and draft plan content, and answering questions regarding GLWMO resources). The <br />meetings will ensure that the plan development process moves forward efficiently and is <br />effectively connected with GLWMO interests. Where these meetings fall within the <br />overall plan development process is highlighted on the project timeline. <br />Deliverables: Written project updates and meeting summaries (4) <br />Task 1.3 Implementation Planning Meeting w/ GLWMO Board Member Communities <br />Description: The EOR team the GLWMO Planning Process Representative(s) will <br />meet with representatives from the two municipalities represented in the GLWMO to <br />discuss CIPs, financing, and coordination of implementation efforts. This discussion will <br />also include identifying opportunities to address water quality quantity improvements <br />for retrofits (e.g. existing stormwater mgmt. facilities) and redevelopment projects, as well <br />as discussion of potential problem areas and /or infrastructure needs. Funding and <br />financing options will also be discussed in order to develop a common vision for the <br />funding and implementation of watershed mgmt. priorities, including CIPs that are <br />considered to be the most effective in meeting the organizations goals and objectives in a <br />Emmons Olivier Resources, Inc. <br />water l ecology 1 community <br />4 <br />
