8

(Inaudible) it was discovered by him from the books in
Roseville, and I would like to have the Council make note of
this, that my father, after paying for the street and the
storm sewer to Orfei and Sons, Inc., and the date of the bill
is November 15, 1963, he signed a quit claim deed to Roseville
and it's recorded in the Roseville Book 1839, page 210, and this
was given to Chuck (inaudible) by Doug Strong of the Roseville
Engineering Department.

Now, they were out taking samples again and I went out and
when I saw them drilling, and ~x. Honchell was there, and he
said they were re-drilling again because they did not have the
addresses of where they took those samples in 1976. So I went
to my file and was there in a short time and I have
signed here by the people who were taking the samples (inaudible)
and they took on both sides of the street and Mr. Honchell said
they were taking them now because they wanted to find out what
it was in the middle of the street.

Now, this street was engineered by Roseville. The storm
sewer was engineered by Rosevil1e. This then is the fault of
Roseville and I cannot see where the cost of this street and
storm sewer was pro rated over the cost included in the sale of
these lots to the people on the north side in the Zibell Addition
that they should now have to be paving again for a goof made by
the City of Roseivlle.

Another thing, it will be three years ago on the 31st of
December that the watermain broke just down the hill from
Hamline and they were out there all day to fix it. They went
and put some tar on the top of it and they have never done any-
thing since. It's just one big bump. All the bumps are from
some work they have done somewhere along the line, but never
done a good job of going over it.

That street is a good street compared to Burke and Belmont
Lane because I know how those other streets were put in and
if I sent you a copy (inaudible) You said you had no records
so I sent you a copy of all the material that went into
Eldridge and I think the Council should study these things and
see what happened and I would like to have you go back to your
records when that street went in. This same thing is going to
happen another 20 years from now. That street was only put in in
1963 as a permanent street. Somebody was pulling the wool over
somebody's eyes, but I feel that that street has not had more
than one - at least not more than two - overcoats or sealers
(inaudible) .

I think they have cleaned the basins out on that once and
if those storm sewers aren't big enough that's not the
fault of the people on the street or the developer. It's the
fault of the engineers of Rosevil1e and I think that belongs to
Roseville to pay.

MR. HONCHELL: Do you want a response?
