<br />8 <br /> <br />MR. JAMES SWETTE, 2964 Patton Road: That's Lot 8 on the <br />map. As Mr. Martin said, several years ago there was a plan <br />in Roseville to systematically pave the entire area. We voted <br />for that plan and, as you know, the majority of the people in the <br />area did not. Last year Highcrst Road was improved and curbs <br />put in, and another Court - Lydia Court I believe, in what would <br />be the second addition to this area - was also improved and curbs <br />put in. <br /> <br />I too agree with Mr. Martin that really the only way it appears <br />in Roseville that we're going to improve the streets is to do it <br />piecemeal because obviously we could not get a full improvement <br />through. I fully believe, as other people around us see the <br />improvement, that they also will desire to have their streets <br />improved. <br /> <br />I simply want to speak in favor of the project. <br /> <br />MR. ARLEN KETELSEN, 2990 Patton Road: There's just a few <br />things - I'm not an expert on City government affairs and would <br />like to ask a few questions - at least things to me I do not <br />understand. To begin with, we did know of the petition that was <br />being circulated and at that time signing was not necessary since <br />the number necessary to bring it before you was already there. <br />Since then I have had time to think of a few things. To begin <br />with, since I'm on a corner lot, what benefit does this have to a <br />corner lot? I'm only getting less than half my property improved, <br />but a practical question from my standpoint - what would this do <br />to property taxes? Wouldn't property taxes go up? <br /> <br />MAYOR DEMOS: Your taxes will not go up. The assessment will <br />be there. <br /> <br />MR. KETELSEN: But any improvement does have the effect, so <br />to speak, of raising the value of your taxes. <br /> <br />MAYOR DEMOS: It might be that if you sold your property <br />that you would have that added on to the price of your house and <br />would increase the price of your house in a re-sale, but I don't <br />believe you will find your taxes going up. <br /> <br />MR. ANDRE: When we went through the city-wide street program <br />in previous years we had requested an opinion from the assessor's <br />office and he had indicated that the improvement per se would not <br />increase - the value would not increase your taxes the next year, <br />but as the Mayor indicated, ultimately if it increases the value <br />from a market standpoint, then that market data is eventually fed <br />into their data processing, but the fact that the improvement is <br />put in now you will not get an increase because of that next year <br />on your assessed value. <br /> <br />MR. KETELSEN: I was not living here at that time. If I <br />understood correctly, if Stanbridge is eventually being done, we <br />would then be assessed 10% of the footage. <br />
