227 that any additional figures required under the Rule for the new plan should be the responsibility <br />228 of EOR to provide at no additional expense to the GLWMO Board, as the need for those new <br />229 required items was foreseeable by EOR when they made their proposal. <br />230 Mr. Schwartz opined that the situation warranted a discussion with EOR before the Board agreed <br />231 to pay additional costs. Mr. Schwartz further opined that, as part EOR's RFP submission, they <br />232 should have understood the documents required under MN Rule 8410.0170. <br />233 <br />234 Mr. Petersen concurred with Mr. Schwartz. Mr. Petersen questioned if the City of Roseville had <br />235 the staff resources to provide the work in -house at a lower rate than EOR. <br />236 Mr. Schwartz advised that he was not willing to commit to preparing or providing any additional <br />237 documents beyond those already included in available databases. <br />238 Chair Pro -tem Eckman clarified and reiterated that the GLWMO was responsible for BWSR- <br />239 required figures that had been included in the Second Generation Plan. <br />240 Mr. Schwartz concurred with Chair Pro -tem Eckman, noting that was what EOR proposed in <br />241 their proposal, as discussed with EOR and GLWMO Board assumptions during the interview <br />242 process and review of their RFP. <br />243 Chair Pro -tem Eckman clarified that EOR was responsible for figures required for the Third <br />244 Generation Plan that had not been a part of the requirements for the Second Generation Plan. <br />245 Mr. Schwartz and Mr. Petersen concurred that this was the conversation that was needed with <br />246 EOR. <br />247 Mr. Schwartz opined that it was the Board's assumption that the available data and spreadsheets <br />248 from the Second Generation Plan would be provided to EOR for their incorporation into the <br />249 Third Generation Plan, and that the EOR RFP indicated that they would take care of the <br />250 additional documentation. <br />251 Figures Discussion continues: <br />252 Additional discussion included BWSR rules if they transcended 2001; portions of Figure 12 <br />253 (Open Space Recreation Areas) available from the City of Roseville, but not including boat <br />254 access information unless the Parks and Recreation Department had access to that information, <br />255 with Mr. Schwartz advising that he would research whether that information was available, but <br />256 that at this time, he was unwilling to commit to any additional data that needed to be obtained <br />257 from other agencies, only those items available internally. Mr. Schwartz advised that if <br />258 additional information was available internally (e.g. Figure 12) he would submit it to the Board, <br />259 with similar information possibly also available from the City of Shoreview. <br />260 <br />261 Further discussion included that information from each representative City could be incorporated <br />262 into one figure, which may reduce the actual number of figures needed by EOR. <br />263 <br />264 Chair Pro -tem Eckman opined that the remaining 8 figures not to be addressed by the cities <br />265 needed to be reviewed to determine those included in the Second Generation Plan and those that <br />266 were not included. She suggested that, as a subcommittee, she and Member Von De Linde, do <br />267 this review and ask EOR for a specific proposal to recreate and update the figures contained in <br />268 the 2 Generation Plan that the GLWMO is responsible for. <br />269 Additional discussion included knowledge of actual costs and any alternatives before committing <br />270 to the additional work; potential software formatting considerations for digital information; <br />271 existence of a wetland inventory for the City of Shoreview, but not for the City of Roseville; and <br />6 <br />
