preclude anything else. I feel we are obliged to go ahead with
the storm drainage because they have no right to put that on St.
Anthony. Number two, I think we have to do the water as far as
looping is concerned, and putting more water up there for
Williams Brothers one way or another. It's up to them to figure
out how they're going to take it in the side. I just don't see
how we can do anything less than those two things.

COUNCILMAN JOHNSON: If we did those two, what would the
cost be, roughly, to the Rihm property?

MR. HONCHELL: Without water it would be zero and the storm
sewer, I think we said it was thirty some thousand dollars that
would still be left as our share to St. Anthony, and to Rihm if
they have ten acres it's roughly $15,000 to $20,000. That's
not doing any calculations. That's just off the top of my head.

COUNCILMAN KEHR: At the beginning, Charlie, you made the
comment, I believe, I thought I heard you right, $34,000 total
for the storm sewer for Rihm. Is that correct? (Inaudible).

MR. HONCHELL: That was probably, I guess I don't remember
the exact figure I said, but the storm sewer is made up of two
parts. One part being thirty some thousand dollars for what we
would be paying St. Anthony as our share of all that (inaudible)
that would get built out in that area. The second part is about
$30,000, which would pay for, you'll notice on the drawing
there are several catch basins, some small pipes, and various
things that would be draining the improvements we would be
providing. So if we don't do the street, then that $30,000
wouldn't be expended and, therefore, the assessments would be
reduced accordingly.

COUNCILMAN KEHR: Then Rihm's assessment would be in that
area of $34,000? Is that correct?

MR. HONCHELL: I think that would have been close to what
it would have been if we had done everything. If we don't do
that, it's cut practically in half.

COUNCIL~ffiN KEHR: About half. In other words, looking at
roughly $17,000?

MR. HONCHELL: I'd say thatls a good ballpark figure,
without doing any calculations.

COUNCILMAN KEHR: Mr. Rihm, how does that sound to you?

MR. WALTER RIHM: Better. It's the lesser of two evils.
Frankly, it's my understanding that, I was just looking at
that $152,000 which was our portion, and I just can't live with
it. No way. I'd be a real knothead to stand here and say that
well, you can get this for $17,000 or get the other, well, I've
had a lot of sleepless nights over this one.

17
