MAYOR DEMOS: You weren't the only one.

MR. WALTER RIHM: All I know is our attorney said abso-
lutely not. We said we're going to fight it. Unfortunately he
is tied up tonight. But I'm not a fighting guy. I'm too fat
to fight and I can't run. I try to be congenial.

MAYOR DEMOS: I don't think I've called this hearing to a
close. Is there anyone who wishes to speak on the subject before
I close it? Alright, I'll close the hearing. Now we'll proceed
with our questions.

COUNCILMAN FRANKE: I find it a very
I can't help but feel that that amount of
amount of money to expect anybody to pay.
figure it all out myself. (Inaudible) .

complicated situation.
money is a terrific
I'm not sure I can

MAYOR DEMOS: (Inaudible). I guess the thing that this
Council has to determine, the way I've resolved it with myself
in the last few nights is whether or not we want to, and I'm
going to use the word "force", Mr. Rihm into subdividing his
property into smaller parcels, or whether we wish to allow him to
keep it in its present intended use. I think that's the decision
we have to make before we take a vote.

COUNCILMAN CURLEY: You're forcing him to subdivide his
lots, you're saying that we should go with the whole thing?

MAYOR DEMOS: If you want to let him have his present in-
tended use, then I would suggest that we go with the water and
storm sewer. And like I said, I don't think we have any choice
on the storm sewer, considering we're putting it in to St.
Anthony, and I really don't think we have a choice on the water
because I think it's to all our advantages to have those mains
looped.

COUNCILMAN FRANKE:
Williams Pipeline.

MAYOR DEMOS: It's going to cost them and it's going to
cost them more money this way than it would the other way and
it's going to cost M & M more money, but it does not cost Rihm
or Marabella or the other owner.

(Inaudible) who pays the most for that?

COUNCILMAN FRANKE: Just M & M and the pi~eline. The water
we have to have to protect our city.

MAYOR DEMOS: I guess I'll go out on a limb and make that
recommendation if that's what the Council wants.

COUNCILMAN FRANKE: We eliminate the road then.

MR. WALTER RIHM: May I ask a question? I certainly
wouldn't pin you down to it, but can we take these ballpark
figures that have been. batted around as reasonably correct?

18
