<br />MAYOR DEMOS: Mr. Honchell, you couch some of your state- <br />ments in very polite language, but for me to put it very bluntly, <br />what you're saying is that if this thing goes into condemnation, <br />then the project becomes too expensive and that we should reach <br />it with mutual negotiations. <br /> <br />MR. HONCHELL: That's certainly one of the concerns. The <br />other way is that if we go to condemnation, I think we would be <br />taking a real risk at moving ahead, building the road. You can <br />get it through adverse possession after a certain timeframe. <br />Obviously, if you build the street after taking it through <br />adverse possession and the court ends up with unknown findings, <br />then one never knows. But I think it would be better if we <br />could negotiate with the owners and reach a good, fair price <br />that both sides can agree to. I think that's the way it would <br />be best handled. Simply to have an up-front, open negotiation. <br /> <br />MR. POPOVICH: Mayor and members of the Council, this <br />total project, which came in by petition, has a published cost <br />of $551,592.00. If we take the various items, I'll give you <br />the items and the dollar cost and what the assessments would be. <br />The first one would be the storm drainage - $68,487.00 is the <br />storm drainage cost. Based at the 25% rate of the total cost, <br />it would come out to $145.25 per unit. There are 117.88 so- <br />called assessable units for storm sewer assessments there. The <br />25% is the City policy, so obviously the rest would be picked <br />up by general taxes and other sources. <br /> <br />The next item is the sanitary sewer - $31,810.00 is that <br />estimated cost. This would be 100% assessed, which would come <br />out to $21.79 per front foot. <br /> <br />The next item would be sanitary sewer services from the <br />street to the property line. That cost is $4,130.00 and there <br />are eight of them. So that would be 100% assessed or $516.25 <br />for each service. <br /> <br />The streets are $249,739.00, which is over half of the <br />improvement. The cost per front foot would be $155.66, 100% <br />assessed. <br /> <br />The watermain portion, on the recommended alignment, is <br />$186,376.00. Because that would be put in at a 12 inch size <br />rather than an 8 inch size, it is recommended that 84% of it <br />be assessed. The rest would be picked up by general taxes. <br />The front foot cost for that would be $38.04. If you go for <br />the realignment, the other alternate for water, the cost is <br />$127,677.00 and at the 84% similar charge it would come out to <br />$47.14 per foot. You may ask how can that cost be higher than <br />the other one when you have less total cost? The reason for <br />that is that there are less total assessable feet involved <br />because you border on St. Anthony. You can't assess St. <br />Anthony. That's one of the reasons. <br /> <br />8 <br />
