The water services, irrespective, there would be eight of
them and they would cost $11,050.00. That would work out to
$1,381.25 for each of those eight units, 100% assessed. In order
to find out, depending on what property, you would have to take
all the various factors and add them all together and, depending
on what alignment, you want the water or the whole scope of the
improvement (inaudible). As I said earlier, the same things
would apply as to interest charges and our assessment hearing
would come later.

MAYOR DEMOS: Any written statements?

MR. ANDRE: No.

MAYOR DEMOS: I will open the hearing to the public and ask
that each person come to the microphone, state your name and
address and the address of the property to which you're referring.

MR. 1-JALTER RIHM Pre s ident 0 f Rihm Mo tor Company: Vile
bought that parcel in 1969 with the express thought of building
out here. We've been on University Avenue for 47 years. We
would move out here and use all of the property. We have no
intentions to parcel it down. In fact, we just got through
(inaudible) you get bonds for 10%, we're going to be paying one
over. Over a 15 year amortization, we will be paying $310.98.
I'd better not move out to Roseville. I think enough of
Roseville, I bought property and built a duplex over on B. I
intend to live out here. My son lives there now. I don't want
to be a hardhead, even if I am a Dutchman, but to me it's
rather useless, as far as we're concerned, because we park
trucks in the back of our property, we have the sewer, we have
the water, we've given up 30 feet in front, we went through
this with the County. Apparently, with due respect to them, I
don't think they correlated too well with your engineering
department because there we are. It just doesn't make sense.
I don't know why we have to be, when we won't even use what
you're going to do. The assessments for it are $310,980.00.
It's ridiculous. If that's the way it's going, Rihm Motor will
not come out to Roseville. No possible chance. All I can say
is that we're definitely opposed to it. I don't know about the
other people, I haven't talked to them, but speaking for our
company, we are definitely opposed to it. Thank you.

MAYOR DEMOS: The storm sewer he refers to, is that the
southern portion below the dotted line?

MR. HONCHELL: Yes, that's correct.

MAYOR DEMOS: The total property was not assessed.

MR. HONCHELL: Well, the total property is not part of
the assessment (inaudible). You will recall, I stated that we
actually purchased some capacity in the County Road C storm
sewer where it comes out at Anthony Lane. Again, that was
assuming that ultimately all the water, not all the water, but

9
