would be out in their homes. I don't know - it just seems that
part of this whole thing is apathy of people. To me, the majority
of people who have voiced concern that they do not want the curbs
and gutters - I really have not heard a majority of people come
and say that they really want them. I guess - where are those
people? That's the thing that bothers me. If there are that many
people for it, then they should be here. They should stand up
and say something. Otherwise it's just plain apathy on their
part. I guess I don't want to go through another mess on Merrill.
I just haven't been convinced in my own mind that it's necessary
for curbs and gutters. However, if the rest of my neighbors want
it, I'll go along with it.

MR. THOMAS SMITH, 2820 Merrill: I'm kind of the new boy on
the block. I've only been here a year. I moved from the east
side of St. Paul. Two years ago, three years ago on the east
side of St. Paul they went through a renewal project such as this,
put in brand new streets and gutters and lighting. As a result
of that, the traffic increased on my street approximately
(inaudible). About a month and a half ago, one block away from
my house on the east side, a policeman was killed and two teen-
agers. The problem is that the streets are smooth, they look
nice, there's lighting, but people go faster. On Merrill, it's
already a fast moving street. When I was here last summer, I
noticed the cars go up and down and up and down and I said -
where am I? On the east side again? I1m supposed to be in Rose-
ville. I'm paying $1,000 in taxes a year so that I can live
(inaudible). I'm against it. It would be nice. You're right,
Madame Mayor, it would improve the property, but our street, as
it is, it could use blacktop. But I would be against any curbs
and gutters. Thank you.

MRS. PATRICIA LIND, 2807 Merrill: We did not sign either
petition. I'm sure my neighbors will find it hard to believe we
didn't have an opinion on something like this, but we do now.
I would like to just state that we are really opposed to this.
We have two trees in front, that are not on there, that would
probably (inaudible). I would just really hate to see that happen.
So we're opposed. .

..MAYOR DEMOS: We don't show any trees at 2807, so we Charlie?

MRS. PATRICIA LIND: Not on there.

MAYOR DEMOS: I think one the reasons is, as Charlie men-
tioned earlier, the road meanders. The line on the left side,
the west side, is truer to where it should be. It's the one on
the right that is all (inaudible). So tree.s may not go from
the west, but would go from the east.

MR. ROBERT REED, 2726 Merrill: I spoke before, but I want
to get a couple of things straight. I'm confused on the percen-
tages. Mr. Andre, how many homes are there in the project to be
considered, total? Or properties, perhaps I should say.

MR. ANDRE: 38.

14
