JAMES FOLEY: <br /> <br />I'm just going by what I've heard up here. <br /> <br />MAYOR DEMOS: That doesn't mean that we don't consider those <br />who signed for or against, because there are many people who feel <br />that they signed for and that that should count too, or against. <br /> <br />MR. JAMES FOLEY: That's what I said when I got up here <br />before - that I signed it just to get it underway, to see how it <br />was going to work, what was going to happen. That didn't say that <br />I was definitely in favor of it. I was told that it took 35% of <br />the people even to get a conversation about it. That's what I <br />got. I got a conversation. I've got 75% of the people here so <br />far (inaudible) that said no. I've watched the other things that <br />went on this evening (inaudible) and I only saw one time when it <br />came out the way I heard. I.have to assume that you're taking <br />some of this into consideration, the people that signed. That <br />doesn't sound right to me - it doesn't seem right. Those people <br />should be here, like the man said. If they have something to say, <br />they should be here. Signing that piece of paper, like me, that <br />didn't mean I was for or against. Do you understand what I'm <br />saying? <br /> <br />MAYOR DEMOS: Yes. I'll tell you what other things that I <br />take into consideration - that's that I have an awful lot of <br />problems. We sat through months of meetings in 1976 - I'm not <br />talking about public meetings. In fact~ before that. Studying <br />costs of maintenance. I think this is only fair to tell you - <br />at that time, we felt that some streets were costing so much to <br />maintain, to fill their little potholes because of bad base and <br />so forth - that we would even consider having a front footage <br />maintenance cost. Then if you chose not to have a new street and <br />you were willing to pick up "x" number of cents or dollars or <br />whatever it might be for front footage - to maintain it just in <br />the condition it was - you had made that choice. Today, I wish <br />it was that way. There are many reasons why it could not be. <br />We had to evidently hold hearings (inaudible) front footage main- <br />tenance and so forth. I find it hard to accept that some streets <br />cost so much more to maintain. If we talk - if all these sub- <br />divisions which have been built since we established our street <br />standards - those people have paid IOO%, not 2S%, of the cost of <br />thei~ street. They paid for that initially. What they have also <br />had to pick up is an inordinate amount of maintenance for those <br />neighborhoods to have temporary streets. I have an awful lot of <br />problems with that. Those are some of the things that I have to <br />take into consideration, along with everything else. That is <br />some of the information that some of you do not have access to. <br /> <br />MR. JAMES FOLEY: I'm trying to figure out what causes the <br />votes to go the way they do. <br /> <br />MAYOR DEMOS: I'm telling you the things that I take into <br />consideration. Anybody - let's face it - anybody can go out and <br />count people and get votes. What kind of government (inaudible). <br />Somewhere along the line you're going to have to take into con- <br />sideration - you're going to have to set some standards. Not <br />only for city government, but in your own life. That's some of <br />the things that I have done. I have no problems with this in <br /> <br />16 <br />
