<br />rerouted to the storm drains and were taken out. There is no <br />water going from Merrill Street down to that catch basin and that <br />corrugated pipe down to Fernwood. Number two - when they put in <br />this storm sewer, we opposed at that time the replacement of the <br />blacktop. They did a very poor job. We were told at that time <br />that that storm sewer and blacktop replacement was going to be <br />completely redone and I believe that was done by Lametti & Sons <br />at that time. That is the project that has created the problems <br />on Judith Street. At that time I opposed the City Council. If <br />you look at Merrill Street you will find that Merrill was improperly <br />graded at that time. Mayor Cedarholm was the Mayor at that time <br />and confronted your attorney, who is no longer with you, and he <br />in turn said - what do you propose to do about it, and the attor- <br />ney said that in order to properly grade Merrill Street it would <br />take 7 1/2 feet of drop and 3/4 of a block. I have an uncle that <br />can grade 120 acres of farmland in 2 1/2 feet of water and if <br />that's the type of engineering that's done in the Village of <br />Roseville, I highly oppose it. I am not finding fault with any- <br />thing . <br /> <br />MAYOR DEMOS: Did you say attorney or engineer? <br /> <br />MR. MOLINE: Engineer. I said, if that's the type of engi- <br />neering that is done - I have also, at the time that this corru- <br />gated unit went in, they spoke of putting a storm drain down on <br />the north side of the Kath's property, which was owned by George <br />Reiling at that time. The properties that they put that on had <br />the surface water problems. They were low lying areas at that <br />point. This water that they have that is coming into their back <br />yards and coming down again is surface water. It is not coming <br />back off of the street. It is coming off of yards as the snow <br />and the ice is melted down. I see no reason to go ahead and to <br />put curbs and gutters into an area that has - that Council, at <br />that time, in 1961, said that Merrill Street, Fernwood, Dellwood <br />and Huron was the shantytown of Roseville. If we are a shanty- <br />town, with the homes that we have built and added to, I guess I <br />am highly opposed to putting curbs and gutters on. I see no <br />reason to improve that street. I justed wanted to get that <br />across because I have to leave. I am going to have problems <br />and you don't want that. <br /> <br />MR. ROBERT REED, 2726 Merrill Street: Madame Mayor, <br />members of the Council, fellow citizens - when the petitions <br />were circulated, I was fairly neutral about this matter. Since <br />that time, I have become most unneutral. I am absolutely <br />opposed to this project. You will note on the map that at 2726 <br />Merrill there is a tree. That is a beautiful spreading Elm tree, <br />one of those left to us from the Dutch Elm disease. I realize <br />that we all differ in our value systems and I fully respect the <br />Council members whose value systems appear to be a highly urban- <br />ized type of environment. I disagree. I would like to have my <br />(inaudible) respected. I am fully adult and I resent being <br />talked down to in a haughty manner, as I felt I was being a bit <br />ago, being told that the Council did things for our good, like <br />so many little children. This is a democracy. This is not an <br />aristocracy, and I mean to be heard on this. This is my property. <br /> <br />3 <br />
