Granted, the tree doesn't really belong to me, it belongs to the
City. But it's really my tree because I see it every day and the
City doesn't. I will be most upset if that tree is destroyed for
the sake of some downtown-appearing curbs, which we really don't
need, which in my opinion are not aesthetic, but which would
simply confirm an over-urban vice. Now, I grew up on a farm
and I loved the farm. But I couldn't make a living there. When
I moved to the Twin Cities, I determined that I would have an
environment, within the limits of my budget, that was as rural as
possible. I did not wish to live in the inner City. I don't
want my home to resemble one that is in the inner City. I am
absolutely opposed to this project, which we do not need. Some
resurfacing of our existing road certainly would be (inaudible).
But there is absOlutely no need, and I believe the vast majority
of the folks on our street will agree with me. Thank you.

MR. DALE CHARBONEAU, 2852 Merrill Street: I haven't lived
here a whole long time in Roseville, I've only been here three
years, but since then I have busted my fanny - if I might use
the expression - on a lot of extensive landscaping in my own yard.
I didn't plant the tree there. Twenty-six years ago someone had
the foresight to plant many trees in Roseville - Elm and Silver
Maple mostly. Now we have created a beautiful atmosphere in our
township. I feel very much a part of it. Being a nature lover
and a bird watcher myself, which I've very recently become, I
really enjoy the trees. To lose IS, and possibly 20, depending
on how the grading goes - like he said, it varies 25 to 30 feet -
that's a considerable amount. Being a design engineer, I work
with figures and distances and measurements all the time. I
laid a tape measure from the center drain of the storm sewer,
which you are presently using as your site marker for the middle
of the street, because you had your nails and your flags down so
I know they surveyed it with Transit - and to measure 16 feet
from that centerline to my boulevard, as you can see, I would
lose my own tree. I have an Elm tree there that I would guess
probably is in excess of 26 years. Maybe SO years old. Who
knows? God provided us with these trees. It's not my tree, it's
not your tree, it's not Roseville's tree. It's God's tree.
There are birds living in that tree that have nests. Every year
they build nests in that tree. Also, we have a very large amount
of young children living in our neighborhood and they have been
added to since we've been there, two or three. Now we have
toddlers, one year olds, two year olds, riding their bicycles
and their little Bigwheels and what have you. Kids don't look.
They go zooming out the driveway and into the street. Now,
these people go tearing down our street periodically, 25, 30, 35
miles an hour now. As Mr. Honchell pointed out, the street is
in poor condition. I disagree with poor. I would say fair.
It could use some patching and what not, as all streets do, but
to increase the street value and condition to a bituminous pave-
ment and curb of extremely smooth atmosphere would also increase
the speed of the traffic. We've had problems with traffic on
C-2 since they put in this new street in what I refer to as
the North Oaks of Roseville (inaudible). This improvement has
increased the speed down our street as well. They put a stop
sign on the corner of Merrill and C-2, stopping Merrill Street

4
