for storm drainage - is what a typical residential lot would pro-
vide in the way of runoff. We go through storm sewers (inaudible)
that those that contribute water, contribute a certain amount of
problem. Therefore, the benefit would be received in the same
proportiOD if the you solve the storm drainage problem. Obviously,
a single family home that is maybe 85 by 120, produces so much
water that runs off it. On the other hand, if that same lot was
almost all asphalt or roof, you know, there's going to be substan-
tially more water coming from the same area. Generally speaking,
there's something like 3 1/3 homes assumed per acre - single
family. For industrial property, such as this, which is rather
heavily developed and anticipated to be heavily developed, the
ratio of 6.66 units per acre rather than what would be for the
single family residence - a 3.33 is used - on the assumption that
they would be contributing twice as much storm water runoff as
single family property would. There fore ',. each acre in there is
assumed to have 6.66 units of assessment. I hope you followed all
that. What I'm really saying is that you assume twice as much
water will come from industrial areas and, therefore, they are
assessed at twice the cost.

COUNCILMAN KERR: Mr. Popovich - the cost (inaudible) the
estimated cost per unit - $477.51; and the City engineer's recom-
mendation per unit is $119.38. That conflicts with the numbers
that you gave. Which is correct?

MR. POPOVICH: The latter figures that I gave you. Those
were revised figures from what's in the report.

COUNCILMAN KEHR: Could you give those to me again please?

MR. POPOVICH: $446.74 and $111.69.

COUNCILMAN KEHR: Thank you Mr. Popovich.

MAYOR DEMOS: Are there any written statements?

MR. ANDRE: There are none.

MAYOR DEMOS: I will open this hearing to the public and
ask that each person come to the microphone and identify himself
and the street address of the property to which he refers.

MR. ANDRE: This project would require a 4/5 vote. Mr.
Popovich indicated that it was approximately 26% petitioned.

MAYOR DEMOS: Is anyone interested in speaking to this
project? Is anyone interested? If not, I will close the hearing.

COUNCILMAN JOHNSON the introduced the following resolution
and moved its adoption:

3
