Poferl Direct Testimony,pp. 10 1.17 — 11 1.2
Please provide all information regarding budget allocation or other Xcel plans for
transmission line or distribution line additions for the City of Roseville, including but
not limited to such lines or other facilities installed to increase the reliability of power
to customers located near the intersection of Brenner and Millwood Avenues in the
City of Roseville.
If no information exists as requested above, please explain why.
Response:
2011 Test Year budget
The 2011 test year does not include specifically budgeted projects to increase reliability
to the customers located near the intersection of Brenner and Millwood Avenues in
Roseville. However, the test year does include annual capital funding used for
distribution equipment and/or cable replacements, as necessary, to improve reliability
performance to targeted areas exhibiting multiple customer-outages. These funds are
•
allocated to projects within the calendar year based on our monitoring of the reliability
performance throughout the NSPM distribution system. Where a common cause of
multiple outages can be pinpointed to a problematic piece of equipment, segment of
cable, vegetation growth issue, etc., a project is initiated to replace the poor
performing equipment, or in the case of vegetation clearance issues, a crew is
dispatched to conduct trimming on the problematic circuit.
