The neces.rity for corrective action
The following information provides the outage history regarding the customers
located near the intersection of Brenner and Millwood in Roseville since 2007:
An underground splice issue manifested itself in five total outages to this
neighborhood in 2007. The problematic splices were replaced in 2008. Zero
outages occurred to this area in 2008, two outages in 2009, and five in 2010.
Of the seven recent outages, only two showed a common cause (vegetation
contact). As a result, the problematic parts of the circuit serving this area have
since been trimmed, including a trim of the entire mainline circuit in 2010. Of
the remaining recent outages,we have varying causes of"animal contact",
"splice failure", "cable failure", "unknown", and public damage. None of the
outages to this area since 2007 have been due to transmission level issues.
Since the causes of these recent outages vary by type and even location, it is difficult
to justify further corrective action (e.g. specific equipment replacements) at this time.
There have been no additional outages to this area since July of 2010.
We will continue to monitor the reliability in this particular area of Roseville, as we
typically monitor system performance throughout our service territory, to determine if
any further corrective action will be necessary. If and when particular issues can be
pinpointed such as a problematic piece of equipment and/or cable, we will take the
necessary action to replace those components.
Witness Larry R.
