Consider an Ordinance Amending City Code, Chapter 302, to Allow for a <br /> Brewery and Off-Sale Retailing Liquor License <br /> Johnson moved, Willmus seconded, enactment of Ordinance No. 1406 (Attach- <br /> ment A) entitled, "An Ordinance Amending Title 3, Section 302.02B1; Redesig- <br /> nating Existing Sections 302.02K, L and M, as Sections 302.021, M and N re- <br /> spectively, and Adding New Section 302.02K; and Amending Section 302.13A <br /> Relating to Liquor Control;"to allow for a Brewery and Off-Sale Retailing Liquor <br /> License. <br /> As a non-drinker, Councilmember McGehee expressed her favorable impressions <br /> with this proposed operation, and her learning curve during the entire process. <br /> While originally supporting limiting the number of such licenses, Councilmember <br /> McGehee advised that she had changed her mind as a result of her research on <br /> this issue. Councilmember McGehee spoke in support of the motion; and wished <br /> Pour Decisions success and welcomed them to the Roseville business community; <br /> encouraging them to work harmoniously with other off-sale and on-sale liquor <br /> businesses in the community. <br /> Mayor Roe noted his original thoughts supporting limiting the number of such li- <br /> censes in Roseville as he considered law enforcement and public safety issues. <br /> However, Mayor Roe noted those issues appeared to be more directly related to <br /> full-fledged off-sale liquor licenses; and he would support the motion as pro- <br /> posed. In terms of this local brewery market and its following, Mayor Roe li- <br /> kened it to that of wineries, and its social aspects. <br /> Councilmember Willmus noted that, should it become evident in the future, a pol- <br /> icy discussion could be held to consider limiting the number of licenses in the <br /> community. <br /> Mayor Roe concurred. Mayor Roe, for the benefit of the applicants, noted the <br /> mandatory server/manager training program for all liquor license holders in Rose- <br /> ville, and as a condition of licensing approval for annual documentation; and <br /> noted the City Council's interest in Pour Decisions participating in that program. <br /> Roll Call <br /> Ayes: Willmus; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> b. Consider a Resolution Approving AEON's Request for a Public Easement <br /> Vacation and a Motion Approving a Planned Unit Development (PUD) <br /> Agreement Amendment <br /> City Planner Thomas Paschke briefly reviewed the request of AEON for approval <br /> of a PUBLIC EASEMENT VACATION and PLANNED UNIT DEVELOP- <br /> MENT AGREEMENT AMENDMENT related to their June 8, 2009 approval of <br /> the project; as detailed in the RCA dated April 25, 2011. <br />
