Regular City Council Meeting <br /> Monday,April 25, 2011 <br /> Page 11 <br /> Mr. Paschke provided a brief background of the original project and this proposed <br /> Phase II and its approval for a PUD for AEON to rehabilitate the Har Mar Apart- <br /> ments; and attempts since that time as AEON resolved title issues with the Min- <br /> nesota Department of Transportation and the City of Roseville to acquire a small <br /> triangular piece of land directly north of the Sienna Green site, as detailed in the <br /> RCA. Mr. Paschke noted that incorporation of this land into the development <br /> would provide for adjustment of the proposed building's footprint, design and lo- <br /> cation, as well as access to the parcel. Mr. Paschke advised that the easement <br /> would be twelve feet (12') wide and dedicated as part of Lot 2, and then as replat- <br /> ted with the easement incorporated into one lot with all applicable easements then <br /> dedicated.. <br /> At the request of Councilmember Willmus, Mr. Paschke addressed AEON's posi- <br /> tive communication efforts throughout the process to-date with residents of Ro- <br /> sewood Village; and the enhanced buffering area proposed between the two prop- <br /> erties, increased since the original proposal was presented as a direct result of <br /> those communication efforts. Councilmember Willmus further questioned if and <br /> why the project was prohibited from additional stories based on provisions of the <br /> City's Zoning Code and PUD currently on the site. <br /> Councilmember McGehee noted that AEON's prospectus indicated these units <br /> would be 2-3 bedroom to accommodate families; however, she opined that there <br /> appeared to be a lack of appropriate green space for families and children, and <br /> questioned if there had been any accommodate made anywhere in this complex <br /> and the PUD for such an amenity. <br /> Mayor Roe suggested that the applicant address the number of stories in the de- <br /> sign; and green space concerns. <br /> Mr. Paschke noted that there was no major difference in this proposal from that of <br /> the original PUD, at which time there may have been a discussion on green space. <br /> Mr. Paschke questioned if people would utilize vast areas of green space, suggest- <br /> ing that families with children needed play areas, and that the proposal provided <br /> for that amenity, with a location proposed for a "tot lot." Mr. Paschke noted that <br /> the new site plan provided more trails and green space than those spaces previous- <br /> ly represented by parking lots; and most had been incorporated into the first phase <br /> of the Sienna Green project. <br /> At the request of Councilmember Willmus, copies of the site plan were displayed <br /> and referenced for public information and identified as Attachments B, C and D. <br /> Mayor Roe noted the need to consider the entire site and both phases of the <br /> project; while taking into consideration constraints for the building's footprint and <br /> available green space. <br />
