Mr. Milleotis questioned how and if the City Council would <br /> demonstrate and commit to closing County Road C-2 permanently to avoid future <br /> City Councils having to deal with this issue. Mr. Milleotis questioned subsequent <br /> actions if the study determined permanent closure and vacation of the City's right- <br /> of-way for County Road C-2. Mr. Milleotis reiterated his suggestion that the <br /> study be performed only after the Josephine Woods project is fully developed; <br /> and when the City's budget situation may be more favorable. <br /> Jeff Strobeck, 1297 County Road C-2 <br /> Mr. Strobeck advised that he had purchased this long-time family homes after as- <br /> surances that County Road C-2 would remain closed; and asked that the City <br /> Council not consider putting the road through; and that it not spend another <br /> $14,000 on another traffic study. Mr. Strobeck opined that the City didn't need <br /> another east/west corridor through the City; and spoke in support of the Pulte <br /> Home development; also supporting their thoughtful development of the site. Mr. <br /> Strobeck opined that connecting County Road C-2 would not solve any of the <br /> transportation issues and concerns of residents of Josephine Road; but would only <br /> create a huge safety concern for a developed neighborhood of which he was part <br /> of. <br /> Michael Sancilio 1221 W County Road C-2 <br /> Mr. Sancilio noted his skepticism of another traffic study, opining that it was not <br /> needed; but if planned that it should await full development of the Pulte project to <br /> take that additional traffic into consideration in the study. Mr. Sancilio opined <br /> that completion of the Pulte development may change traffic patterns in the <br /> neighborhood of existing and new residents and related impacts. Mr. Sancilio <br /> noted the biggest reason for this discussion was to address concerns of Josephine <br /> Road residents on traffic levels and speeds; and their perception that opening <br /> County Road C-2 would alleviate or resolve those issues. Mr. Sancilio suggested <br /> instead that rationale, consideration be given to possible measures to adjust traffic <br /> on Josephine Road to directly address their concerns without simply shifting the <br /> problem to another neighborhood. <br /> Mike Schoenleber, resident of Josephine Road; frequent pedestrian down <br /> County Road C-2 to access Cottontail P ark <br /> Mr. Schoenleber expressed mixed feelings on whether to open County Road C-2 <br /> or not; opining that the study seemed to be a waste of money. Mr. Schoenleber <br /> reviewed rationale in supporting opening of County Road C-2 based on future <br /> traffic patterns; easier access for residents at Lexington Apartments; and those ac- <br /> cessing Byerly's mall. Mr. Schoenleber opined that eventually the road would <br /> need to be opened, and that it would be easier to do so now during construction of <br /> the residential development. Mr. Schoenleber spoke in support of the traffic study <br /> if it was actually needed; however, he opined that a reasonable decision could be <br /> achieved without a study. <br />
