Regular City Council Meeting <br /> Monday,April 25,2011 <br /> Page 20 <br /> Chuck Stokes, 2075 N Griggs Street <br /> Mr. Stokes questioned the need for another traffic study; and noted past City <br /> Council's reviewing the closure and deciding that it was not in the City's best in- <br /> terest to open the road, when it could have been done at little cost at that time <br /> when past improvements were implemented. Mr. Stokes opined that considera- <br /> tion may have included the cost of mitigation to address grades and visibility is- <br /> sues. If proceeding with the traffic study, Mr. Stokes spoke in support of waiting <br /> until the Pulte project was fully developed to include it in traffic data and to have <br /> actual experience in any impacts to the neighborhood. Mr. Stokes opined that <br /> transient traffic using Roseville as a thoroughfare to other suburbs wouldn't <br /> change their patterns anyway. <br /> If it was determined to open up County Road C-2, Mr. Stokes respectfully re- <br /> quested that existing residents on County Road C-2 be given the same considera- <br /> tion as those on Fernwood Avenue, with a 26' wide road and parking turnouts to <br /> mitigate speeds and traffic concerns to avoid it turning into another County Road <br /> C-2. Mr. Stokes advised that there was pride in established neighborhoods; and <br /> opined that Pulte Homes had made a concerted effort to reflect and respect those <br /> established neighborhoods; resulting in a project that was not just another housing <br /> development; and further opined that existing neighborhoods and the City Council <br /> owned Pulte Homes the courtesy of welcoming and facilitating new residents as <br /> well as established neighbors. <br /> City Council Discussion <br /> Councilmember Johnson thanked the public for their respectful demeanor with <br /> this issue, serving as a positive representation of the neighborhood. Council- <br /> member Johnson addressed specific individual comments brought up by the pub- <br /> lic and his perspective on those items including the budget exercise for reducing <br /> spending by 10%, emphasizing that it was only an exercise; the 2030 Comprehen- <br /> sive Plan references on east/west corridors to connect Roseville and substantial <br /> concerns related to that report; his support to add connector streets from the im- <br /> mediate neighborhood to the proposed traffic study; and his lack of support in <br /> postponing the study for completion of the Pulte development, opining that there <br /> were mitigation options available; and concurred with the need for mitigations for <br /> public safety concerns of Josephine Road residents. <br /> Councilmember Willmus opined that, since the question of the truncation of <br /> County Road C-2 comes up repeatedly, it was prudent of the City to look at the <br /> issue completely independent of the Pulte Homes development. Councilmember <br /> Willmus noted, in his personal discussions with neighbors in the immediate area, <br /> resolution of the issue was a consistent theme; and he would personally like to re- <br /> ceive a definitive decision and put the discussion to rest; with the decision made <br /> based on factual data supporting or not supporting opening County Road C-2; <br /> with a subsequent commitment from the City Council to take whatever appropri- <br />
