Councilmember Willmus noted that past <br /> City Councils had been asked to vacate County Road C-2 right-of-way and had <br /> refused to do so, apparently seeing a potential need for future connection. Coun- <br /> cilmember Willmus expressed appreciation for the public comment and their mix <br /> representing both thoughts; and supported the inclusion of other streets in the <br /> study as well. Councilmember Willmus advised that he would support a traffic <br /> study at this time to find resolution so future City Councils didn't have to rehash <br /> the same argument. <br /> Councilmember McGehee expressed her disagreement with comments of Coun- <br /> cilmembers Johnson and Willmus; opining that she would generally agree to re- <br /> ceiving more data. However, in this case, Councilmember McGehee didn't sup- <br /> port spending additional money; opining that the Pulte Homes development had <br /> no bearing, and expressed her appreciation for their materials and that particular <br /> type of housing stock in Roseville, as well as the positioning and design of the <br /> lots carefully fitting onto the site and into existing neighborhood. Councilmember <br /> McGehee opined that the City of Roseville had no obligation to provide unlimited <br /> access in any direction for regional traffic, based on past comments from its citi- <br /> zens; and further opined that the Pulte Homes development would not impact Jo- <br /> sephine Road at all. Councilmember McGehee noted the options used by other <br /> communities in slowing down through traffic and making safe neighborhoods, an <br /> action not taken to-date by the City of Roseville, based on continuing comments <br /> that additional road were needed. Councilmember McGehee noted that she had <br /> repeatedly suggested traffic calming techniques, supported by staff, but continu- <br /> ing to receive comments on their possible inconvenience to Josephine Road resi- <br /> dents. Councilmember McGehee spoke in support of leaving County Road C-2 as <br /> is; but to do everything possible to use traffic calming techniques on Josephine <br /> Road, but not by spending $14,000 for another study; reiterating that the impacts <br /> from the Pulte Homes development would prove insignificant. <br /> Councilmember Johnson suggested that Councilmember McGehee may not be <br /> aware of mitigation efforts currently taking place on City streets to address speed- <br /> ing and other traffic concerns. <br /> Councilmember McGehee noted that they may be taking place around Lake <br /> Owasso, but not in other areas where needed, using her neighborhood as an ex- <br /> ample needing additional traffic calming. <br /> Councilmember Johnson noted that there were many such areas needing attention, <br /> and traffic concerns were always a challenge in any community, including Rose- <br /> ville. <br /> Mayor Roe noted past City Council action had directed the Public Works, Envi- <br /> ronment and Transportation Commission to look at developing traffic manage- <br /> ment policies for recommendation to the City Council addressing traffic calming <br />
