12/20/59 Interoffice Memo <br /> The fine used by all the cities responding for on and off sale <br /> sellers is the Gross Misdemeanor state statute - $3,000 fine <br /> or one year and a day in jail. Ramsey County Court has <br /> given me information on typical fines for such an offense. <br /> The sentences varied from 90 days to a stayed sentence of <br /> one year. The actual fines ranged from $100 to $250. Of <br /> note is the fact that these people now have a criminal record <br /> in addition to the fine and probation. An option for sellers is <br /> to have all offenders go to court. <br /> 2. I have attached a breakdown of compliance checks since <br /> 1998. We are in the process of our second compliance <br /> check for 2000. <br /> 3. I have attaches two Civil Penalty Fine Structures for On-Sale <br /> and Off-Sale license holders. <br /> • For on-sale I have reduced the fine to $500 but included <br /> a one-day suspension for the second violation. This is <br /> similar, but generally less than the structure for the polled <br /> cities. <br /> • For off-sale, I have reduced the fine to $500 and no <br /> suspension fora second offense, with training. <br /> 4. ARRESTS <br /> I mentioned at the 4/24/00 Council Meeting Roseville Police <br /> have arrested 48 adults 18 to 20 years old for underage <br /> alcohol consumption in 1999. They all were given citations or <br /> booked at jail. In 1999 we took 22 juveniles (under 18 years <br /> old) into custody. They were handled by the juvenile officer. <br /> In 2000 so far we have arrested 19 adults 18 to 20 years old <br /> for underage alcohol consumption and forwarded 20 <br /> juveniles to the juvenile officer. <br /> SCHOOL RELATIONS <br /> Roseville has a close relationship with ISD 623 regarding <br /> sharing information on students caught drinking. Roseville <br /> has assigned and paid for a School Liaison Officer in the <br /> Na./ <br /> 2 <br />
