Regular City Council Meeting <br /> Monday,April 25,2011 <br /> Page 6 <br /> taxes, with a number of unfunded mandates, specifically for health and human <br /> services, funded exclusively by Ramsey County rather than the state or federal <br /> government. Commissioner Parker noted a map in the packet that provided all the <br /> county's parks and open spaces, specifically in Roseville; reviewed upcoming <br /> road projects and the status of those already initiated; status of the Central Corri- <br /> dor and Union Depot and Ramsey County's part in that project; and an update on <br /> Ramsey County Libraries, specifically the Roseville branch and its successful pa- <br /> tronage and use. <br /> Commissioner Parker noted additional recycling efforts in the County's parks and <br /> area School Districts; as well as an opportunity for municipal input during an up- <br /> date of the County's solid waste master plan to implement new state standards <br /> that will impact Ramsey County's current positive results when compared to <br /> state-wide numbers and 2015 goals. <br /> Commissioner Parker noted the number of volunteer hours in Ramsey County, <br /> equal to or exceeding actual paid employees of the County; and a pilot program <br /> currently underway for tax-forfeited properties to "reuse, recycle and renovate for <br /> reinvestment." <br /> Commissioner Parker noted several upcoming events, including the April 29, <br /> 2011 Roseville Citizens Forum at the OVAL where she would be presenting an <br /> expanded version of happenings in Ramsey County; as well as noting the grand <br /> opening week, June 11 — 19 at the Tamarack Nature Center. <br /> Commissioner Parker thanked Roseville residents for their patience during the <br /> Highway 36/Rice Street interchange project, anticipated to be completed and fully <br /> functioning by early fall. <br /> Mayor Roe noted that, with few exceptions, the complaints fielded by City staff <br /> had been minor, suggesting that residents anticipated the finished product would <br /> be well worth the wait. <br /> Specific to the potential for a Vikings Stadium being located in Arden Hills on the <br /> TCAAP site, Commissioner Parker noted the Commission's authorization to staff <br /> to negotiate with the Vikings on such a possibility; with Ramsey County serving <br /> as a local partner for an Arden Hills location. From her personal perspective, <br /> Commissioner Parker opined that Arden Hills would be the third choice, with one <br /> of the two sites in Minneapolis being more desirable from the team's perspective. <br /> Commissioner Parker noted that there was yet to be consensus on which Minne- <br /> apolis location, with Mayor Ryback preferring the dome and Hennepin County <br /> Commissioners liking the other Minneapolis site. Commissioner Parker noted <br /> that the Arden Hills site would be more costly due to its lack of infrastructure, in- <br /> frastructure, and hospitality amenities (e.g. restaurants, motels); but from an eco- <br /> nomic development perspective, Ramsey County thought the Arden Hills site was <br />
