Regular City Council Meeting <br /> Monday,April 25,2011 <br /> Page 7 <br /> worthwhile to explore; and if the entire site became available for development, it <br /> would lower property taxes across Ramsey County by approximately 1% with <br /> that additional tax base. Commissioner Parker noted that those roads currently <br /> needing work would also get higher funding priority if the stadium were located <br /> in Arden Hills. <br /> Discussion among Commissioner Parker and Councilmembers included the Coun- <br /> ty's strategies in union negotiations over a three year period and descending CO- <br /> LA increases over that three year contract; potential impacts of a 6% budget re- <br /> duction in 2012 and 2013 and how such a reduction would impact property taxes <br /> in the County, with the County's intent to keep property taxes level, and reduc- <br /> tions addressing loss of state and federal monies, but only for discussion purposes <br /> as an initial starting point similar to the exercise used by the City of Roseville in <br /> considering a 10%reduction across the board for 2012 budgeting. <br /> Further discussion foreclosure data provided in the information al packet exclu- <br /> sive to residential properties, and not included commercial properties; and the <br /> City Council's strong interest in keeping the Northeast Diagonal and other im- <br /> proved northern suburb transit options at the forefront with the Metropolitan <br /> Transit Commission and other agencies, encouraging Commissioner Parker to fur- <br /> ther that cause as appropriate on behalf of the interests of northern suburbs, in- <br /> cluding Roseville. <br /> Mayor Roe noted that the City's 2030 Comprehensive Plan emphasized the <br /> Northeast Diagonal Corridor, and expressed the City's interest in keeping it in the <br /> Metropolitan Council plans. <br /> From a staff perspective, City Manager Malinen thanked Commissioner Parker <br /> for her partnering efforts with City of Roseville staff and residents; specifically <br /> noting the renovated Ramsey County Library-Roseville Branch and it's great ad- <br /> dition to the community; and congratulated the County on achieving LEED certi- <br /> fication for the project, and for the leadership those efforts provided to the com- <br /> munity in its energy conservation efforts. <br /> Commissioner Parker noted that last year, the Roseville Branch had the highest <br /> circulation in the state, exceeding even the Minneapolis and St. Paul branches. <br /> Mayor Roe thanked Commissioner Parker for her attendance and her continued <br /> representation of communities in her district. <br /> Commissioner Parker wished the City Council well in their municipal budget <br /> process. <br /> 11.
