June 14, 2011 <br />Item 4a <br />Internal Affairs Subcommittee <br />Internal Affairs Committee <br />Roseville Human Rights Commission <br />REPORT <br />May 31, 2011 <br />Members: David Singleton, Gary Grefenberg, .Till Brisbois <br />The Internal Affairs Committee met three times to assess current operations, and <br />racedures for the Hunan Rights omnu*ssion. 'Copies of meetinLy notes and handouts <br />are attached. <br />Discussion: Commissioner's Singleton and Grefenberg gave Brisbois some background <br />information on various events and proposals that the omrm'ssion is involved in as well <br />as proposals that are before the Cornrnission for consideration. <br />One of the things that is a priority for the Human Rights Commission is to establish <br />operating rules and procedures as well as amendments to the By- Laws. At the April <br />regular meeting the Commission voted to authorize a special committee (intemal affairs) <br />to review and make recommendations on policy and procedures to the full commission. <br />This is an ongoing process and the committee will be reviewing, amending, and adding to <br />the current bylaws last amended in 1986. The following operational rules and procedures <br />were considered and the con ittee is recommending approval at the June 2011 meeting <br />of the full Commission: <br />PUBLIC NOTIFICATION <br />MOTION: Meeting packets to include, but not limited to; agenda, minutes, reports, to <br />be posted on the city web site immediately upon distribution to onnrnission members. <br />3/3 <br />MOTION: To electronically transmit draft minutes of each meeting to Commissioners <br />within seven (7) days after the regular meeting. 3/3 <br />MOTION: Final meeting packet must be available no sooner than five days prior to <br />regular commission meeting electronically. 3/3 <br />AGENDA <br />MOTION: Commission agenda shall be prepared and approved by the Chairin <br />consultation with Commission members, and submitted to city staff for public <br />dissemination. 3/3 <br />
