June 14, 2011 Item 4a Internal Affairs Subcommittee Internal Affairs Committee Roseville Human Rights Commission REPORT May 31, 2011 Members: David Singleton, Gary Grefenberg, .Till Brisbois The Internal Affairs Committee met three times to assess current operations, and racedures for the Hunan Rights omnu*ssion. 'Copies of meetinLy notes and handouts are attached. Discussion: Commissioner's Singleton and Grefenberg gave Brisbois some background information on various events and proposals that the omrm'ssion is involved in as well as proposals that are before the Cornrnission for consideration. One of the things that is a priority for the Human Rights Commission is to establish operating rules and procedures as well as amendments to the By- Laws. At the April regular meeting the Commission voted to authorize a special committee (intemal affairs) to review and make recommendations on policy and procedures to the full commission. This is an ongoing process and the committee will be reviewing, amending, and adding to the current bylaws last amended in 1986. The following operational rules and procedures were considered and the con ittee is recommending approval at the June 2011 meeting of the full Commission: PUBLIC NOTIFICATION MOTION: Meeting packets to include, but not limited to; agenda, minutes, reports, to be posted on the city web site immediately upon distribution to onnrnission members. 3/3 MOTION: To electronically transmit draft minutes of each meeting to Commissioners within seven (7) days after the regular meeting. 3/3 MOTION: Final meeting packet must be available no sooner than five days prior to regular commission meeting electronically. 3/3 AGENDA MOTION: Commission agenda shall be prepared and approved by the Chairin consultation with Commission members, and submitted to city staff for public dissemination. 3/3
