MAYOR DEMOS: We've done Lydia Court, if you recall, so
we've done portions over there.

COUNCILMAN JOHNSON: I'd like to make a comment, Mayor, and
this came up at a prior hearing. I personally have some diffi-
culty with 50% of the owners imposing on the other 50% for this
street improvement. The costs keep going up, but nonetheless
my personal preference is that when we see one of these peti-
tions there ought to be a more substantial majority. 50% of the
people may petition, but perhaps it's fair to assume that the
other 50% are mixed unless they come in with a negative peti-
tion. Maybe we could say that this is a 75% petition. I hear
you saying, Mrs. Jensen, that most of the other people were
opposed. I haven't heard anything tonight. Just in terms of
my own feelings on the situation, I have a problem with one out
of two people being able to impose it on the whole block. I
don't really hear any opposition coming forward here to any
great extent.

MAYOR DEMOS: We have one more over 50% because a gentle-
man here said he didn't sign but he's for it. I feel the same
way in the opposite direction.

MAN FROM AUDIENCE: Is the floor still open?

MAYOR DEMOS: No, it's closed. I'll let you talk though,
as long as we don't open it up and keep going.

MR. LEWIS BETHANY, 3041 Patton Road: I question that 50%
of the people signed it because I know of seven that did not,
including Mr. Friday, who is for it. I think it should be
checked w~th the people who signed it and make sure that it's
legitimate. The people who came around . . .

MAYOR DEMOS~ We have more than 14 lots though.

MR. BETHANY: We have 16, right?

MAYOR DEMOS: Sixteen lots, so seven is not half.

MR. BETHANY: But there are six that we don't know about.
I think this petition should be checked.

MAYOR DEMOS: They are when they come in.

COUNCILMAN FRANKE: It's very difficult for us - by the
same token, the six that you say did not sign . . .

MR. BETHANY: There are seven, but one is for it.

COUNCILMAN FRANKE: I know, but those seven may be for
it or we don't know. Maybe they don't care. We have to
determine it on what we have.

5
